4. 2007-08 IGHSAU ADAPTATIONS • HOME UNIFORMS SHALL BE WHITE IN COLOR AND SHALL HAVE EVEN NUMBERS. • AWAY UNIFORMS SHALL BE A COLOR OTHER THAN WHITE AND SHALL HAVE ODD NUMBERS.

5. CONTINUED • IN ADDITION TO THE NUMBERS ALLOWED BY NF RULES, THE NUMBER 01,02,03,04 AND 05 ARE LEGAL. THE NUMBER 0 AND 00 ARE CONSIDERED AS THE EVEN NUMBER ALTERNATIVE TO 1 AND 01. A TEAM SHALL NOT USE 0 AND 00 IN THE SAME GAME.

6. CONTINUED • THE LANE SPACES IN IOWA GIRLS BASKETBALL BELOW THE BLOCK SHALL REMAIN OPEN. THE NEXT LANE SPACE IMMEDIATELY ABOVE THE BLOCK SHALL BE OCCUPIED BY AN OPPONENT OF THE FREE THROWER. ONLY THREE LANE SPACES ARE AVAILABLE ON EACH SIDE OF THE LANE. IF THE OFFENSIVE TEAM DOES NOT CHOOSE TO FILL THE SECOND SPACE OR THE DEFENSIVE TEAM DOES NOT CHOOSE TO FILL THE THIRD SPACE, THE OPPOSING TEAM MAY LEGALLY OCCUPY THOSE SPACES.

7. PRACTICE & CONTEST DATES • Girls High school basketball practice may start Mon. November 5th. • First playing date is Monday November 19th. • Head coaches are required to attend a rules meeting. • Varsity officials recommendations must be submitted on line at the conclusion of the season.

8. PARTICIPATION LIMITSIGHSAU • 21 GAMES • 1-2 QUARTERS = NO GAME • 3-6 QUARTERS = 1 GAME • 7-8 QUARTERS = 2 GAMES • SCRIMMAGES—3 PER TEAM • JUNIOR HIGH---12 GAMES • INDIVIDUAL PLAYER 5 QTR. PER DAY

9. TEST INFORMATION • GIRLS TEST MUST BE TAKEN ON-LINE STARING OCTOBER 22ND. • WHEN PASSED, TOURNAMENT AVAILABILITY FORM WILL THEN BE PROVIDED ELECTRONICALLY. • CORRECT ANSWERS WILL BE POSTED ON DECEMBER 4TH.

10. OFFICIALS • Girls only basketball officials must attend a rules meeting at least every other year. • Qualified tournament official, must be registered and paid. • Must attend a rules meeting. • Must pass the test. • Must have attended a 3 person clinic. • Must have filled out tournament availability on-line.

11. REGISTRATION • OFFICIALS WORKING GIRLS BASKETBALL ONLY NEED TO REGISTER WITH THE IGHSAU. • OFFICIALS WORKING BOYS ONLY NEED TO REGISTER WITH THE IHSAA. • OFFICIALS WORKING BOTH BOYS AND GIRLS NEED TO REGISTER WITH BOTH THE IGHSAU & IHSAA.

12. TEST & REQUEST FORMIGHSAU ONLY • GIRLS TOURNAMENT TEST MUST BE TAKEN ON-LINE, BUT ONLY ONCE PER DAY. • ONCE TEST IS PASSED TOURNAMENT AVAILABILITY WILL BE PROVIDED ELECTRONICALLY. • GIRLS COACHES NEED TO DO THEIR RECOMMENDATIONS ON-LINE.

HAIR DEVICESIGHSAU HAIR DEVICES • HAIR DEVICES: • MUST BE SOFT, NO ADORNMENT. • RIBBON LEGAL, ANY COLOR OR COMBINATION OF COLORS, BUT NO LOGOS, PICTURES, WORDS, INITIALS, POLKA DOTS, BASKETBALLS OR NUMBERS ON RIBBON. • SCRUNCHIES, SHOE STRING OR RUBBER BAND LEGAL. • HEADBAND HAS TO BE SOFT AND MUST BE WORN ON THE HEAD NOT THE NECK.

14. IGHSAU • NO TAPE CAN BE USED TO COVER EAR RINGS & NO PLUG ALLOWED IN THE NOSE OR STRING TO KEEP PIERCING OPEN WHILE PIERCED DEVICE IS OUT DURING COMPETITION.

16. TEAM-CONTROL FOULS (7-5-5, 4-19-7) • Team Control foul: Applies only when foul is by team in control. • By rule, there is NO team control • during a throw-in • during a jump ball • while ball is in flight during try/tap for goal • Bonus rule applies to fouls committed during these situations.

17. GUIDELINES FOR HEADBANDS, WRISTBANDS ESTABLISHED (3-5-3, 3-6) If worn, headbands/wristbands must: • Be unadorned (except for a permissible logo). • Have only one visible manufacturer’s logo/trademark/reference OR a school logo/mascot. • Be the predominant color of the jersey or white.

18. GUIDELINES FOR HEADBANDS, WRISTBANDS ESTABLISHED (3-5-3, 3-6) If worn, headbands/wristbands must: • Be the same color for all players. • Be worn as intended, below the elbow. • Be limited to only a single item on the head and/or on each wrist and must be the same.

19. GUIDELINES FOR HEADBANDS, WRISTBANDS ESTABLISHED (3-5-3, 3-6) If worn, • Sweatbands – • must be worn below the elbow. • be a maximum of four inches. • Headband – • must be no wider than two inches.

UNIFORMS - UNDERSHIRTS • Increase in illegal undershirts being worn • If visible, the undershirt… • Shall be similar in color to the torso of the jersey. • Shall be hemmed and not have frayed or ragged edges. • Sleeves must be the same length. • Visible markings are NOT permitted • manufacturer’s logo/trademark/reference • school’s mascot/logo.

22. UNIFORMS – COMPRESSION SLEEVES • Increase in players wearing sleeves for various reasons. • Legal(With Doctor’s Approval)– Guards, casts, braces, and compression sleeves. [Doctor’s Letter must be shown to referee prior to contest.]

23. LAG TIME ELIMINATED (5-10-1) • Change necessary due to new clock technology and the ability to observe tenths of a second. • Change eliminates need for lag time or reaction time on part of clock operator. • When official has definite knowledge of time involved – correct time may be put back on game clock. • Timer is not permitted to put time back on the clock, unless authorized to do so by a game official. • Officials should always pay close attention to the clock whenever the clock should be stopped or started.

25. ONLY ONE DELAY WARNING PER GAME (4-47-4, 10-1-5) • Only one team delay warning issued per game for any one of four delay situations. • Any subsequent team delay in any one of the four categories will result in a team technical foul. • Change assists with flow of game and administration of rule by officials/scorers.

DELAY WARNING ADDED (4-47-4, 10-1-5) • Fourth delay situation added for failure to have court ready to play following any time-out. • Court may not be ready from water on court or chairs/stools not removed. • Delay warning reported by official and recorded by scorer in scorebook, and coach notified.

28. GRANTING TIME-OUTS • Coaches attempting to call a time-out during playing action are a continuing problem. • When player control is lost, officials must concentrate on playing action while. attempting to determine if a time-out should be granted.

29. GRANTING TIME-OUTS • A request for a time-out does not guarantee that a time-out will be granted. • Player control must be clearly established. • Officials should not grant a time-out until player control is obvious.

30. INTENTIONAL FOULS • Contact specifically designed to stop or keep the clock from starting. • Away from the ball. • When not making a legitimate attempt to play the ball or player.

IHSAA HANDBOOKINFORMATION • FIRST PRACTICE DATE NOVEMBER 12TH. • FIRST COMPETITION DATE NOVEMBER 26TH. • 21 GAME SCHEDULE • INDIVIDUAL MAY PLAY IN 6 QTRS IN A DAY, 3 QUARTERS OR MORE IN ONE DAY CONSTITUTES A GAME. (Grades 9-12) • VIDEOTAPING OR FILMING IS PERMISSIBLE IN SCOUTING YOUR OPPONENT—YOUR OPPONENT SHALL BE NOTIFIED. SPACE FOR FILMING OR SCOUTING IS NOT REQUIRED OF THE HOST SCHOOL. HAND HELD CAMERAS ARE RECOMMENDED.

IHSAA SCRIMMAGES • 3 SCRIMMAGES DURING THE SEASON. • NO PUBLIC ANNOUNCEMENT, NO ADMISSION & NO SCORE KEPT. • NO SCHOOL MAY TRAVEL ONE WAY MORE THAN 75 MILES TO SCRIMMAGE. • NO SCHOOL TIME MAY BE USED. • UP TO 4 SCHOOLS MAY BE INVOLVED. • SCRIMMAGES MUST TAKE PLACE IN ONE OF THE PARTICIPATING SCHOOLS REGULAR PRACTICE FACILITIES .

35. IHSAA OFFICIALS • PART 1 EXAM MUST BE TAKEN ON-LINE. • SPORTSMANSHIP RATINGS WILL BE DONE ON-LINE BY MARCH 17, NO LATER THAN 5:00 P.M., 2008. • TOURNAMENT REQUEST FORM MUST BE FILLED OUT ON-LINE BY NOV 27. EACH INDIVIDUAL OFFICIAL MUST COMPLY WITH THIS DUE TO CONFLICTS.

36. PRE-GAME CONFERENCE • Head coach of the level of competition being played is required to participate at the pre-game conference. Officials, if the head coach refuses to attend you are to notify the IHSAA/IGHSAU office of any non compliance.

37. PRE-GAME CONFERENCE • Any unusual court markings (restraining line and/or gymnasium configurations. • Points of emphasis: Illegal screens, post play, hand checking & principles of verticality. • Head coach: Any communication will be done between you and the officials. Assistant coaches are not to communicate with officials once the game begins, unless the head coach is ejected or replaced. Then only the assigned head coach has this opportunity.

38. IHSAA/IGHSAU Tournament Basketball Starting in 2009, the basketball used in the tournament series for the boys will be: Spalding ZK PRO, and for the girls it will be: Spalding 28.5 ZK PRO Schools are still allowed to choose the basketball they desire for the regular season.

39. IHSAA & IGHSAU 2007 BENCH DECORUM RULE A coach will be allowed to stand and confer with a player(s) whenever the clock is NOT running. Communication with the player(s) only shall be done in a positive manner and shall take place directly in front of where the coach was seated.

40. IHSAA & IGHSAU 2007 BENCH DECORUM RULE • This rule will allow coaches additional opportunities to stand-up and instruct players while the clock is NOT running during the game. • Standing up and questioning the calls of the officials will result in a technical foul.

41. IHSAA & IGHSAU 2007 BENCH DECORUM RULE • During a charge time-out, coaches may leave the bench to confer with players. • In case of an injury, the coach may leave the bench if beckoned onto the court by an official. • During intermission, leave the bench to attend their team.

42. IHSAA & IGHSAU 2007 BENCH DECORUM RULE • Go to the scoring bench for a correctable error.(ie, wrong person shooting free throws). • Stand to show approval of an exciting play, then immediately return to the bench. • Stand up to call a time-out when your team is in possession of the ball, regardless if the clock is running or not.

43. IHSAA & IGHSAU 2007 BENCH DECORUM RULE • Go to the bench regarding a possible timing, scoring, or alternating possession error. (If not corrected, the team will be charged with a time out.)

44. IHSAA & IGHSAU 2007 BENCH DECORUM RULE • When the clock starts following a throw-in or last missed free throw, the coach shall immediately return to his/her seat. The officials will not delay a throw-in administration to permit a coach additional dead clock time to visit with player(s).

45. IHSAA & IGHSAU 2007 BENCH DECORUM RULE • Disqualified player: Upon the head coach’s notification of a disqualified player, the coach may stand to congratulate the disqualified player and may walk the confines of his/her bench to select a replacement for the disqualified player.

46. IHSAA & IGHSAU 2007 BENCH DECORUM RULE • The rule states that a disqualified player must be replaced within 20 seconds from the time the coach was notified. Any unsporting acts by the coaches are subject to being assessed a technical foul.

47. IHSAA & IGHSAU 2007 BENCH DECORUM RULE • After receiving a technical foul (direct or indirect) the result will be the coach being restricted to the bench.

49. Replacement Interval Changed(2-12-5, 10-5-3) • Timeframe often used as an “unofficial” time-out. • Interval reduced from 30 seconds to 20 seconds. • Includes: • Disqualified player • Injured player • Player directed to leave the game

50. Replacement Interval Changed(2-12-5, 10-5-3) Warning horn sounded with 15 seconds remaining in interval. (five seconds into the interval) Coaches encouraged to replace player in a more timely fashion.
