Sanctions • Schools will no longer be labeled “in need of improvement” • Schools/districts will not be required to offer • School choice • Supplemental education services
CT’s new accountability system • The School Performance Index (SPI) captures all subjects (Math, Reading, Writing, Science) by assigning a point value to the performance level • Goal and advanced=1.0 credit • Proficient=0.67 credit • Basic=0.33 credit • Below Basic=0 • MAS goal and Skills Checklist Independent level=1.0 • MAS proficient and Checklist proficient=0.50 • MAS basic and Checklist basic=0
Example • Cheryl’s scores: • Math-goal • Reading-advanced • Writing-proficient • Science-goal • Total credit for performance=3.67 • Sue’s scores: • Math-proficient • Reading-proficient • Writing-basic • Science-below basic • Total credit for performance=1.67
Calculating the indices • Individual Performance Index • Average of M, R, W, S credits based on performance level x 100 • School Performance Index • Average of all individual scores (total IDI/# students) • District Performance Index • Average of all school scores (total SPI/# schools) • Subgroup Performance Index • Same, using only students in subgroup of 20+ • Subject Performance Index • Performance on CMT/MAS/Checklist by subject
Increasing scores • Individual/school/district can increase by moving students across performance bands 0-.33-.67-1.0 • Graduation rate will factor in for high schools • 4 year cohort: % of incoming 9th graders that graduate in 4 years with a standard diploma • Extended graduation rate: includes students who take more than 4 years to graduate, but still graduate; counts certificates of completion; does NOT count those who transfer out and fail to enroll elsewhere (unknown)
New targets • NCLB was 100% at proficient by 2014 • CT targets • Student and subgroup achievement—88 • Achievement gaps--< 10 • Graduation rate—94% for 4 year, 96% for extended • Make it halfway by 2018 • Make at least 3 points of progress in indices for schools/districts/subgroups significantly below
School Classifications • Excelling (Category 1)—meets all state targets • Progressing (Cat 2)—meeting annual targets • Transition (Cat 3)—not meeting annual targets • Review, including Focus schools (Cat 4) • Turnaround (Cat 5) • Schools of distinction • Highest performing • Highest performing subgroups • Highest progress
TPS status Preliminary SPI/DPI expected before start of school Will average performance of students, school, district based on performance levels in all subjects over the last 3 years Will serve as a baseline for growth as well as a preliminary category for 2013-14 Will indentify potential interventions ranging from self-review to CSDE involved
