Federal Tuition Assistance • Completion of one year time in service upon graduation from MOS producing school. • Maximum of $250 per semester credit hour not to exceed $4000 per fiscal year (1 Oct – 30 Sep). • Effective 23 July 2014, FTA pays tuition only. • May be used in combination with other benefits. • 10 year TIS requirement for graduate level.
Federal Tuition Assistance • Certificates, Associates through Masters or First Professional. • Service Obligations Enlisted/Officer. • 130 semester hours BA/39 semester hours Masters. • 2.0 GPA for undergraduate and a 3.0 GPA for graduate. • Reimbursement for less than C for undergraduate or B for graduate. • Reimbursement for Incompletes.
Federal Tuition Assistance • Apply by going to www.GoArmyEd.com. • Applications from Soldiers must be submitted 10 days prior to the start of class and applications must be approved by day one of class. Effective for classes with a start date of 23 July. • ROTC cadets are not eligible to receive FTA if the cadet is receiving any ROTC scholarship. • Flagged Soldiers are ineligible to receive FTA.

Family Educational Rights & Privacy Act (FERPA) • FERPA - (20 U.S.C. § 1232g; 34 CFR Part 99) is a Federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education. • “Generally, schools must have written permission from the parent or eligible student in order to release any information from a student's education record. However, FERPA allows schools to disclose those records, without consent, to the following parties or under the following conditions (34 CFR § 99.31)”:
Family Educational Rights & Privacy Act (FERPA) 1. School officials with legitimate educational interest; 2. Other schools to which a student is transferring; 3. Specified officials for audit or evaluation purposes; 4. Appropriate parties in connection with financial aid to a student; 5. Organizations conducting certain studies for or on behalf of the school; 6. Accrediting organizations; 7. To comply with a judicial order or lawfully issued subpoena; 8. Appropriate officials in cases of health and safety emergencies; and 9. State and local authorities, within a juvenile justice system, pursuant to specific State law.
What schools can do to help! • Provide Soldiers with a degree plan/SOCAD/student agreement • Provide Soldiers with an itemized bill clearly showing the cost of tuition. • Do not bundle fees with tuition • Provide Soldiers their course schedule • Input grades in GoArmyEd within 14 days of the last day of class. • Encourage Soldiers to call their education counselor if they need assistance or have questions. • Call our office if you need assistance • Provide missing and current grades for courses • Keep your DOD Memorandum of Understanding up to date • Schedule us to come visit your school to assist you and Soldiers

State Tuition Assistance • Up to $274 (UOM TA Rate) • 39 undergraduate credit hours a year (15,15,9) • Up to 150 credit hours or first Bachelor’s • “Per-hour” tuition only • No Theology or Divinity
State TA Eligibility • Based on Pay Entry Base Date (PEBD): • 1-10 years of service: up to 100% • 10-17 years of service: up to 50% • 2.5 Cumulative GPA • Federal MUST be applied first.
State TA Eligibility • Member of the MOARNG prior to start • Member remain the entire duration of class. • Packet due before the start date of class for Traditional (16 week semester) Schools and no later than 30 days after the start date of class for the Non- Traditional (less than 16 weeks) Schools.
How to Apply for STA • Soldier should access: moguard.com, member/employee, tuition assistance • Print Application and State-Statement of Understanding • Complete Application, to include Commander’s Signature • Initial and Sign the State Statement of Understanding
How to Apply for STA • Turn in Course Schedule • Turn in Itemized Bill • Turn in up-to-date Official Transcript.
ETP for STA • Memorandum from Soldier. • Memorandum from Commander. • ETP approval is at the discretion of the State Education Assistance Program Committee (EAPC).
