  2. Administrative Resource Center Established in 1996 as a federal shared services provider. Located with in the Department of Treasury’s Bureau of the Fiscal Service. Based in Parkersburg, WV with a DC presence (Liberty Center) Treasury Franchise Fund – Revolving Fund authority No direct appropriation. Our funding comes entirely from our customers in exchange for the services we provide through inter-agency agreements.

  3. BFEM/PMM Program Established in 2007 as a shared service solution for budget formulation within Treasury’ Departmental Offices. Performance measurement (PMM) added to scope of program in 2008. BFEM and PMM modules may be used together for Performance Budgeting, or used separately to meet independent agency needs. Program management moved to ARC in 2011. 14 customer agencies currently utilizing BFEM/PMM application and services
