Aims and objectives WP D To integrate the facilitating role of the public sector in the foresight planning framework and cluster cooperation activities, to involve business in process. To maximize the facilitating role of the public sector in serving economic development and dealing with the discrepanties of the labour market.

The role of public bodies Porter: support of a cluster is only justified if (parts of) it is succesfully tested in the market. Do not create clusters! What can government do:Help avoiding obstacles Improve jobopportunities/labourmarket, infrastructure and rules
Recommendations for and examples of cluster development Anne Siri Hoiland – NCE Culinology What is the importance of policy on cluster development? Anne Siri sees this policy as a long term infrastructure to proceed as a cluster. Also the broader policy of the region on the quality of life is of great importance in order to support economically successful clusters.
Asle Pedersen – VRI Agder Norway • VRI gets some financial support to get started. This is important in order to apply for bigger funds such as Arena (national programme) and Innovation Norway.
Jim Davis Scottish Enterprise Concluding: government should take care of: • To set policy and create a framework for subsidies • Upfront funding pre-commercial technology development (by supporting the process and ways to achieve other EU/UK/private sector capital) • When the industry is mature a cluster should be self sustaining e.g. oil and gas
Kim Nedergaard Midt Vind Kim’s opinion on public support of industry: If we don’t support our own industry by subsidies or procurement other countries like UK, US, China will overrule the Danish industry.
Halbe Vogel – Inexus Food cluster • They need to focus on industrial clusters, more then on facilitating individual companies to support innovation. In that case you start already with the frontrunners in the industry and you make use of a collective effort by the industry already initiated.
