The VAE - center of cooperation between TU and universities • The VAE/APEL is a tool at the disposal of the employees or other active people within the framework of the fundamental right to the lifelong learning and with a view to a vocational social security. • The VAE/APEL does not concern only the job-related abilities but also formal, informal and non formal competence acquired in an active social life, outside the work context. • The Validation of prior and experiential learning (VAE/APEL) is adapted for TU activists aiming at their professional mobility and at accreditation of their competence acquired in the TU activity. Reference : law of January 17th, 2002 on the social modernization (paragraph 133 dedicated to the VAE/APEL)
The typology of the TU activists • The staff representatives in the instance of dialogue inside the company: work's council, committee for hygiene, security and work conditions(CHSCT) • the TU representatives responsible in the name of their syndicate for the negotiations within the company • The permanent TU employees (local, regional, national levels) (federal or confederate) A learning and/or validation method is registered for the delegates, within the rights of the employees and within the policy of TU officers’ training.
The APEL issues regarding the TU activists • To define the competence related to the activities. • To consider three aspects: man, citizen and worker • The TU activist is not a job, but a social role. • The concept of TU officer for life is not valid any more, thus the APEL will often help the mobility inside and especially outside the TU organization.
The analysis of the existing The method consists in collecting, within the network of institutions in charge of the VAE/APEL, the examples of TU officers’ validations. It is necessary to create a data base with: - types of aimed diploma/qualification, - collecting the specific competence listed in the files of validation - notice of the VAE/APEL juries
Proposals for the validation proceeding Further to the analysis of several relevant cases, the case studies will aim to define: - the type of coaching to be proposed for identification, analysis and presentation of the competence related to the TU activity - learning domains or modules, which can be validated by the competence related to a TU activity - the academic programmes which contain modules related to the identified abilities, respecting a general logic within the learning: to bear in mind three dimensions (human / social and vocational)
The final goal of the cooperation within the project • The report on the role of APEL and LLL within the framework of careers duration • Methodological report on the VAE/APEL of the TU officers • Implementation at national level of a method for qualification of TU officers, in collaboration with the French University Continuing Education Network, services responsible for the VAE/APEL • A catalogue of the university programmes integrating the registered competence, in order to propose an offer of learning and validation.
