02-25-14 Deployment Test Debrief Overall the Fourteenth Deployment test was a great success • All of the BAs and all but 4 MPs were on the call 60 min before IDT. Thank you! 2 MPs joined within 60 min. Ramp Sharing “On” • On at 50% for Regulation Up and Regulation Down • On at 100% for Spinning and Supplemental Reserves Very smooth transition into test • Official IDT from 0930 - 1530 • CPS waivers 0915 – 1545 • URD waivers HE 1000 – HE 1600
02-25-14 Deployment Test Debrief Regulation Priority Buckets worked very well • Update presented at the Joint Working Group on 2/26 • SPP recommends that 6 priority groups be activated at Go-Live or soon after to mitigate potential slow regulation response • SPP will post presentation to spp.org • SPP ACE Charts will also be posted to spp.org Tested BAAL Control • Tested managing the SPP BA ACE with BAAL control in place of CPS2 control • During this time CPS2 violations aren’t applicable • SPP still managed ACE within the L10 limits for the entire 6 hours of the IDT • Test went well with no issues
Reminders High MCPs: Choosing not to Regulate • Control Modes should be what Resource “can do” • If you submit a Control Mode 2, Market will drive eventually • Ranges between Reg Min / Eco Min may take 4-5 intervals • If you submit a Control Mode 1 then we will echo you until you reach your Reg Min or Reg Max on your own and the resource is effectively removed from Regulation until then. SUPP Offer Price • Resources Qualified for SPIN are assumed to automatically qualify got On-Line Supp • System designed to use SPIN Status and SUPP Price for On-Line SUPP evaluation • If you are not updating the SUPP offer Price and are SPIN qualified, you could be cleared for SUPP for a Price you may not have known you were offering • The SUPP Dispatch Status is only relevant for Offline SUPP. NOT QUALIFIED does not prevent a SPIN qualified resource from clearing On-line SUPP.
Reminders Do Resources qualified to supply an offer have to supply an offer? • For the RUC and RTBM, Market Participants must submit Resource Offers for all Resources, for each product for which it is qualified, to the extent these Resources are available (e.g. not on forced outage, planned outage, or Reserve Shutdown). • Market Participants must include in their Resource Offers the full amount of physical capacity available as reflected in the Resource’s submitted Maximum Normal Capacity Operating Limit and Maximum Emergency Capacity Operating Limit. • The language in red according to Protocols 18.1 is pursuant to MWG and FERC approval of MCRR 100.
Reminders EIS Tagging • Tags that are leaving the Footprint should be terminated as of 12A on March 1 • SPP will be contacting any MPs that continue to have any such tags submitted to production that span Midnight 3/1. • If they are not terminated the Market System would be able to use them but they would not go to Settlement so all EIS tags must ramp out across midnight of 3/1. • MPs can still submit NLPS Schedules as normal Multi-Day Tags • MPs requested SPP allow Multi-Day (weekly, monthly) Tags for DA Market bids/offers • Market Protocols only allow DA bids/offers up to 7 days prior to OD • Depending upon cost and member approval, this change would be a post Go-Live enhancement • MPs can enter Multi-Day Tags for any Real-Time fixed transactions.
