Seminar on NETL’s Minority Serving Institutions Program Responding to Areas of Interest (AOIs) Sydni Credle, Project Manager Enabling Technologies & Partnerships November 9, 2016
Important Items in the Funding Opportunity Announcement (FOA) • FOA provides background material regarding the topics often called “Areas of interest (AOI)” • “Area of Interest (AOI)” describes in detail each area of research where NETL is seeking proposals. • Each AOI should be carefully considered as a potential topic for research proposals • If appropriate, NETL will also provide specific lines of research that are not being sought in the FOA.
HBCU role in Crosscutting Research • Primary Emphasis is on training next generation of STEM students • Identify student roles when possible • Research crosscuts a lot of different areas (sensors, materials, simulation, water management, etc) • Number/types of areas of interest dependent on funding in particular areas, DOE mission goals, and technology maturity • Areas of Interests change annually
Previous Areas of Interest • Reduced-order model based on multiphase computational fluid dynamics • Functional Materials for Carbon Capture in Advanced Fossil Energy Power Generation • Application of Nano-engineered Material to Carbon Capture Systems • Application of Nitrogen-selective Materials to Carbon Capture Systems • Low Cost Sensor Designs for Advanced Energy System Applications • Computational Energy Sciences – Multiphase Flow Research • High Performance Materials for Long Term Fossil Energy Applications
General Suggestions • Read the Funding Opportunity Announcement (FOA) carefully. • Understand the mission and organization of the U.S. Department of Energy (DOE) and the National Energy Technology Laboratory (NETL) • Understand the research areas NETL is interested in funding • Identify where your research strengths best fit with NETL areas of interest • Get organized early • Create proposal team • Develop application preparation schedule and key submittal dates • Assign tasks
General Suggestions • Identify key research team members • Consider teaming with another institutions • Provide letters of support • Financial investment if applicable • Be as specific as possible • Identify required submittals (PMP, Environment Questionnaires, SF424’s, etc.) • Submit application early • Verify that final application complies with all FOA requirements
General Suggestions • Read topic area closely • Look for specific thresholds or requirements • Determine items that are not of interest within that topic area • Recycling applications is generally not a successful approach • Ask questions • Use Fedconnect to ask questions while FOA is open • Can be used for technical, administrative, or FOA clarification (differences between milestones, success criteria, deliverables, etc.) • See if your questions have already been asked/answered on the server
General Suggestions • Address all areas • Follow the reviewer criteria and ensure that all aspects are clearly addressed by your application • Address the “cake” prior to the “icing” • Submit all documentation • Ensure that all required documentation is submitted. Failure to do so can result in a non-responsive application. • Ensure Page limits, margins, spacing, font size (all specified within the FOA) • Ensure cohesiveness and consistency between documentation (budgets, narrative, SOPO, PMP, etc.)
