  1. Early Childhood Outcomes… Who, What, Where and How 2011-12

What and Why of Early Childhood Outcomes? • SPP Indicator # 7 used to measure progress for students ages 3, 4, 5 who are utilizing Preschool Programs for Children with a Disability(PPCD) • A measure is taken at the ENTRY and new measure is taken at EXIT • Accountability and data for School Districts with regards to services for young children • Reported to Texas Education Agency by August 31 each year and then to the Federal Government

  3. What 3 Areas are Assessed? • POSITIVE SOCIAL-EMOTIONAL SKILLS (INCLUDING SOCIAL RELATIONSHIPS) • ACQUIRING AND USING KNOWLEDGE AND SKILLS • TAKING APPROPRIATE ACTION TO MEET NEEDS

Who Needs the COSF CompletedTEA Definition: New student or Transfer Student From Out of District • Entry Data Collected on COSF Form • Assessments must be conducted and results recorded on the COSF after a student, age 3, 4, or 5, has been found eligible and placed in Special Education. • Completed and sent to Kellie Johnson electronically within thirty school days

  5. Student Transfers Within the District • According to TEA if a student is transferring between campuses within the same school district and has an entry all ready completed there is no need to re-do the entry form

Transfers From Out of District Transfer student from another district • Entry Data Collected on COSF Form • Assessments must be conducted and results recorded on the COSF after a student, age 3, 4, or 5, has transferred into Special Education from another district. • Completed within thirty school days and sent to Kellie Johnson electronically

Who will this Impact? • This current reporting period will effect all students who are eligible for Special Education services at any time during the 2011 – 2012 school year • Any student receiving speech, or any related service that qualifies as a Special Education Eligibility • Remember those Pre – K and Kinder students who are under the age of 6 at the initiation of services

  8. The COSF

  9. Factors of the COSF: • It is not an assessment tool • It uses information from assessment tools and observations to get a global sense of how the child is functioning • It is critical that staff have a basic knowledge of child development • 7 point rating scale-see scale

  10. Ratings • Provide an overall sense of the child’s current functioning in three areas • Rating is based on what the child does across settings and situations • Compared with what is expected given the child’s age

  11. Collection of the Data • Teams to include: • Special Education Teacher (If applicable) • Parent or Guardian • General Education Teacher (If applicable) • Speech language Pathologist • Occupational/Physical Therapist • Anyone that is working with the student

  12. Entry Question 1a, 2a, 3a To what extent does this child show age-appropriate functioning, across a variety of settings and situations, on this outcome? (Rating: 1-7) • You must include the sources of information and complete the rating on the entry forms • Please circle your rating selection (highlights do not show) • Include rating on ENTRY cover sheet

  13. EXIT Question There are 2 parts to answer for EXIT: • You must re-rate the child on the EXIT (1a, 2a, and 3a) and also include sources of information. Assess the child and complete a new form-do not use the entry data/form • Answer the question: Has the child shown any new skills or behaviors related to [this outcome] since the last outcomes summary? (1b, 2b and 3b Yes-No) • Please circle your rating summary and include rating on the EXIT cover sheet

Types of Information Curriculum-based assessments Standardized assessments Developmental screenings Checklists Observations Sources of Information Parents and family members Service providers Therapists Physicians Child care providers Teachers People familiar with the child in all of the settings and situations that he/she is in Information to Include

  15. Why Involve Each of You? • Students enter into services through an avenue outside of the Play Based Assessment Team and may not be on our radar • You are on the campuses and are aware of many students served in the general education classroom

  16. and… • Children are leaving PPCD Classrooms prior to turning six by September first of the new school year and there is no one to complete the EXIT forms • We will be cited for non – compliance with the indicator if EXIT forms do not follow with individual students who are ENTERED in the SPP 7 TEA system

  17. EXITS Exit Data is collected on COSF Form for a student with: • entry data • in the program at least 6 months • Dismissed from services • Ages out of the PPCD program while continuing to receive SPED services

Criteria for EXITS: • If a student is receiving “PPCD services” and turns 6 during the school year, exit data is taken no earlier than 30 calendar days before the student exits the program (end of that school year) • If the student turns 6 after the end of the school year but before the next school year, then the assessment must be completed and reported during the last 30 calendar days of the current school year • Dismissed from special education by the ARD committee (any time) • Don’t forget about summer birthday’s

  19. Procedures for ENTRY: • Play based will send an incomplete form to the campus for all students assessed • Campus completes the form and sends an electronic copy to Kellie Johnson by the 30th school day for each entering student • Place a hard copy (entry) in the Student folder on the left hand side of the folder underneath orange COSF cover sheet • Please make note in the Student’s folder if they will need exit forms completed by the receiving teacher/campus

  20. Procedures for EXITS: • Complete the form and send an electronic to Kellie Johnson no earlier than 30 days prior to exit or dismissal for each Exiting student • Place a hard copy (EXIT) in the Student folder on the left hand side of the folder underneath orange COSF cover sheet
