Warm Up New Zealand: Healthy Homes • Government programme offering underfloor and ceiling insulation • Delivered through the Energy Efficiency & Conservation Authority (EECA) • Targeting low-income households, particularly those families with children and high health needs • Free for eligible households who meet financial and health criteria

  3. Wellington Regional Healthy Housing Coalition • Coalition established in April 2012 and has representation from over 30 organisations in the region • Goal – to enhance integrated activity for healthy housing • Coalition operates within the boundaries of the eight city and district authorities within the Greater Wellington region: Carterton, Kapiti Coast, Hutt, Masterton, Porirua, South Wairarapa, Upper Hutt & Wellington • Coalition has designed a referral system to link eligible home dwellers to the four insulation providers in the region

Programme Details • The programme will commence in September 2013 to June 2014 or when the insulation allocation is reached • House must be built before 2000 • Eligible home owners will qualify for free home insulation • Eligible private tenants (including council) will qualify with the support of their Landlord • Insulation installers will negotiate with landlords on tenants behalf • Landlords may be asked for a small financial contribution towards the total cost of insulation. • Housing New Zealand properties/tenants do not qualify

  5. Role of Referral Agency Who can Refer? • Any health professional, community or social worker from a health or social agency within the Greater Wellington region. Role of Referrer • Assess whether clients meet the financial & health criteria • Fill out referral form with the client • Sight the following supporting documentation • Community Services (CSC) card or SuperGold Card with CSC number • Proof of home ownership or Residential Tenancy Agreement • Send signed referral form to chosen insulation provider

  6. Importance of Declaration • The integrity of the programme relies on the referral agency being able to verify the financial and health status of those referred when EECA conduct an audit.

  7. Referral Form Financial and Health Criteria Applicants MUST meet at least 1 criteria in both financial and health criteria

Financial Criteria • Home Owner Occupant in the home currently has a Community Services Card or a Community Services Card endorsed SuperGold Card • Lead Tenant currently has a Community Services Card or a Community Services Card endorsed SuperGold Card OR • The Referral Agency confirms that whanau are experiencing financial hardship but do not qualify for a Community Services Card. The client must meet one of the following examples to meet financial hardship: • Getting support from a budgeting service • Using food banks or receiving community food parcels • Accessing support from WINZ or other organisations Document what you see as financial hardship for when EECA undertakes an Audit

Health Criteria • One or more of the occupants are under the age of 17 and/or over the age of 65; OR • One or more of the occupants are at risk of developing, or have a pre-existing condition, affected by cold, damp housing e.g • Respiratory condition (e.g. asthma, COPD, bronchiectasis, bronchiolitis) • Rheumatic fever • Coronary disease/ heart disease • Skin conditions (e.g. eczema, cellulitis) • Mental health (e.g. depression, anxiety etc) • Diabetes

  13. Plans for 2014/15 For 2014/15, the Coalition is exploring an enhanced programme that may include the following components: • Curtains • Maintenance • Healthy & affordable heating • House assessments for efficiency measure • Health & social assessments • Householder education
