About Sri Lanka • Size 65,610 sq km • Capital Sri Jayawardenepura • Commercial Capital Colombo • Population 20.5 million • Population density 296 people per sq km • Climate Low lands – tropical, average 27°C • Annual per capita GNP US $1197 • Industries Processing of rubber, tea, coconuts, and other agricultural commodities; clothing, cement, petroleum refining, Garments, tobacco. • Agriculture – Products Rice, sugarcane, grains, pulses, oilseed, spices, tea, rubber, coconuts, milk, eggs, hides, meat • Currency Rupees (Rs.)

Involvement in animal production • Livestock industry is an integral part of economy in Sri Lanka. • Regular increase in consumption of animal products, which increases employment and adequate human nutrition. • Employment is provided through farming, extension, veterinary services, marketing, processing, advertising, import & export etc..

  12. At present Sri Lanka is free from major exotic diseases such as • Rinderpest • PPR • HPAI • Anthrax • BSE • CBPP • African Horse – Sickness • Equine Encephalitis

  13. Possible ways of entering exotic diseases in to the country • Importation of animals • Importation of animal products (meat, eggs, fish) • Importation of animal by products (skins, hides, hair, feather, hones, meat & bone meal etc, fish meal etc) • Migratory birds

Animal Quarantine & Inspection Service SRI LANKA • Deals with the import/export of live animals, birds, fish and their products. • Functions and the activities are governed by the animal diseases Act No.59 of 1992. • The Director General of the Department of AnimalProduction and Health is empowered to authorize all theimports. • (Prior import approval is vital before Importation of animal based commodities.) • Export certification of animals, Animal products is delegated to the chief Animal Quarantine Officer.

Role of Animal Quarantine Service IMPLEMENTATION OF THE PROVISIONS OF THE ACT Animal Diseases Act (No. 59 of 1992) for the control and prevention of, contagious diseases in animals for the control of the import & export of animals, animal products and veterinary drugs and veterinary biological products and for matters connected therewith or incidental thereto.

  22. Activities of Animal Quarantine Service • Document Screening. • Station quarantine, On-farm quarantine surveillance of Animals. (Physical inspection, sample collection, treatment ) • Risk analysis • Release, re-export/detention/destruction • GMP certification, HACCP audits • Feed mill inspection and renewal of registration of feed mills • BSE screening • Pre-export quarantine surveillance of farms, aquariums etc • Issuing of IVHC for exports.

  23. Disease Surveillance and Information –related to Quarantine • Imports will be checked for diseases in three stages • Samples prior to import • Samples on releasing the stocks from the cargo • Random sampling during sales

Challenges and Future Direction • Only one veterinary epidemiologist in the service > Need to train more veterinary epidemiologists • Cold chain issues and transport media for virus sample submission > link with reference laboratory • Need rapid test kits at the ports of entry for all diseases • Lack of veterinary services linked to shortage of funding and basic infrastructure to support field activities (vehicles)

  32. Challenges and Future Direction • Restrictions on media awareness campaigns (for HPAI) > outreach to families through school awareness campaigns
