TRAINING ON RECEIPT OF NOMINATION PAPERS: • Please go through the contents supplied to you as excerpts from the Hand Book for DC and SDOs. • The Nomination Papers are to be presented to you from the date of issue of Notification ie. from 9th of November. • Before Receipt of Nominations , you have to do the following:- • Make sure that you have with you all the requisite Forms • Make sure that you have adequate stationery with you. • Examine what paper are to be supplied to the intending candidates along with Nomination Forms.

The followings have to be enclosed along with Nomination Forms :: Form of Affidavit Form of Withdrawal of Nomination Election Expenses Register Booklet of Model Code of Conduct Copy of Notification on Maximum Expenses – on the day of scrutiny Copy of Symbol to be displayed at conspicuous place of your office, guide the candidates on choice of symbol, he can mention three free symbols in order of preference if he is an independent candidate Party sponsored candidate will choice their reserved symbol.

  4. SECURITY DEPOSIT

EVERY NOMINATION HAS TO BE SUBSCRIBED BY ONE PROPOSER. • THE PROPOSER MUST BE AN ELECTOR OF THE CONCERNED CONSTITUENCY • NOMINATION CAN BE PRESENTED EITHER BY THE CANDIDATE HIMSELF OR BY HIS PROPOSER. • EVERY CANDIDATE CAN FILE MAXIMUM 3 NOS OF NOMINATION PAPERS • MAXIMUM 3 PERSONS CAN BE ADMITTED DURING PRESENTATION OF NOMINATION . • ON RECEIPT OF NOMINATION GIVE SERIAL NO. AND DATE OF RECEIPT ON EACH NOMINATION PAPERS. • ITS BETTER TO ASSIGN NO. AS 1- A, 1- B, 1 -C TO ONE CANDIDATE AND 2A,2B,2c TO OTHER CANDIDATE.

THE AFFIDAVIT ON ASSETS AND LIABILITIES AND CRIMINAL CONVICTION RECORDS IN RESPECT OF ONE CANDIDATE IN THE PRESCRIBED FORMAT WILL BE SWORN IN BY THE CANDIDATE BEFORE THE AUTHORISED OFFICER CONCERNED AT THE TIME OF FILING NOMINATION AND THE AUTHORISED OFFICER WILL ATTEST THE SAME. THE AFFIDAVIT CAN BE SWORN BEFORE NOTARY OR ANY OTHER MAGISTRATE, THERE IS NO BAR, PLEASE SEE THE AFFIDAVIT FORM. • ISSUE THE PRINTED RECEIPT TO THE CANDIDATE. Don’t forget to write date and time of scrutiny , candidate or his agent can be present during scrutiny. • DISPLAY THE AFFIDAVITS OF THE CANDIDATES IN THE NOTICE BOARD. • A CANDIDATE BELONING TO SC –ST CAN CONTEST FROM GENERAL CONSTITUENCY AND HE WILL MAKE CONCESSIONAL DEPOSIT OF FEES.

  7. পঞ্চায়ত নিৰ্বাচনত প্ৰতিদ্বন্দিতা কৰিবৰ কাৰনে এজন প্ৰাৰ্থী:: • যোগ্যহ’ব : - • (ক) যদিহে তেওঁ ভাৰতীয় নাগৰিক • (খ) যদিহে তওঁৰ নাম সংশ্লিষ্ট পঞ্চায়ত সমষ্টিৰ ভোটাৰ তালিকাত সন্নিবিষ্ট হৈছে। • (গ) যদিহে তেওঁৰ বয়স ২১ বছৰৰ কম নহয়. • (ঘ) মহিলাৰ বাবে আছুটীয়াকৈ ৰখা আসনত কেৱল মহিলাই হে প্ৰাৰ্থীত্ব আগবঢ়াব অযোগ্য় হ’ব : • যদিহে লোকজনৰ এগৰাকী বা একাধিক পত্নীৰ জৰিয়তে জীৱিত সন্তানৰ সংখ্যা দুটাৰ অধিক। • অৱশ্যে ১৯ মাৰ্চ ২০১৮ তাৰিখৰ আগেয়ে যদি কোনো লোকৰ জীৱিত সন্তানৰ সংখ্যা দুটাৰ অধিক,তেনে ক্ষেত্ৰত প্ৰাৰ্থী জন অযোগ্য নহ’ব।

  9. On Symbols:: • There are 61 nos. Of free symbols , list gien to you. • Recognised National and State Parties to be given reserved symbols for them • Recognised National and State Parties and their symbols are • 1. All India Trinamool Congress Flowers and Grass • 2.Bahujan Samaj Party shall elect a free symbol as Elephant is reserved for AGP in Assam • 3. Bharatiya Janata Party Lotus • 4. CPI Ears of corn and sickle • 5.Communist Party of India Marxist Hammer sickle and star • 6.Indian National Congress Hand • 7.Nationalist Congress Party Clock • 8.All India United Democratic Front Lock and Key • 9.Asom Gana Parishad Elephant • 10.Bodoland Peoples Front Plough (Nangol)

  10. ALLOTMENT OF SYMBOLS :: RESERVED SYMBOLS SHALL BE USED BY RECOGNISED NATIONAL PARTY RECOGNISED STATE PARTY REGISTERED UNRECOGNISED PARTY. OTHER CANDIDATE SHALL CHOOSE THREE SYMBOLS FROM OUT OF THE LIST OF FREE SYMBOLS

IF OF TWO SUCH CANDIDATES ARE SET UP BY REGISTERED UNRECOGNISED PARTIES AND RESTS ARE INDEPENDENT CANDIDATES, IT IS TO BE DECIDED BY LOTTERY AS TO WHICH OF THESE TWO OR MORE CANDIDATES OF DIFFERENT REGISTERED UNRECOGNISED PARTIES SHOULD GET THE FREE SYMBOL • IF OF THOSE SEVERAL CANDIDATES NO ONE IS SET UP BY REGISTERED UNRECOGNISED PARTIES, BUT ALL ARE INDEPENDENT CANDIDATE THAT FREE SYMBOL SHALL BE ALLOTTED TO THE CANDIDATE BY DRAW OF LOT. • CANDIDATE SET UP BY RECOGNISED STATE OR NATIONAL PARTY HAS TO SUBMIT FORM ‘A’ and FORM ‘B’ BOTH.

After Nomination : • Every day after 3 Pm Please Prepare • NOTICE OF NOMINATION PAPER=SEPARATELY FOR GM MEMBER/GP PRESIDENT/AP MEMBER AND ZP MEMBER • 2) List of Validly nominated Candidates: after when scrutiny completed, separately for GP Member/AP Member/GP President/ZP Member;- form No. VIII-A, VIII-B, VIII-C, VIII-D • The name of the validly nominated candidates are to be arranged in alphabetically in Assamese in following order • (i) Candidates of recognised National or State Party • (ii) Candidates of recognised unrecognised Political Parties • (iii) Other ( Independent ) Candidates • After withdrawal List of Contesting Candidates- Page 35

  13. A NATIONAL PARTY AT PRESENT MEANS ANY ONE OF RECOGNISED PARTIES SPECIFIED BY THE ELECTION COMMISSION OF INDIA . A STATE PARTY MEANS ANY ONE OF THE ECI RECOGNISED STATE PARTIES ONLY IN THE STATE OF ASSAM • CANDIDATES SET UP BY NATIONAL OR STATE PARTIES SHALL BE ALLOTTED THE RESERVED SYMBOLS FOR THE PARTY • A RESERVED SYMBOL SHALL NOT BE ALLOTTED TO ANY CANDIDATE IN ANY CONSTITUENCY TO OTHER CANDIDATES • IMPORTANT • IF OF THOSE SEVERAL CANDIDATES CANDIDATES ONLY ONE IS A CANDIDATE SET UP BY A REGISTERED UNRECOGNISED PARTY AND ALL OTHER ARE INDEPENDENT, THE SYMBOL SHALL BE ALLOTTED TO THE CANDIDATE SET UP BY THE REGISTERED UNRECOGNISED PARTY.

  14. FORMS AND LISTS FOR PREPARATION DURING RECEIPT OF NOMINATION. • During nomination as Authorised officer, you have to prepare the following forms and Lists.
