The Capital Region 16 Municipalities: • City of Winnipeg; • City of Selkirk; • Town of Stonewall; and • Rural Municipalities of Cartier, East St. Paul, Headingley, Macdonald, Ritchot, Rockwood, Rosser, St. Andrews, St. Clements, St. Francois-Xavier, Springfield, Taché, and West St. Paul.
Context • The Partnership of the Manitoba Capital Region (PMCR) comprises the Mayors and Reeves of the Capital Region. • Established to build relationships and foster partnerships to develop a vibrant and economically strong region. • PMCR provides opportunities for capital region municipalities to address shared issues that cross boundaries. • PMCR committed to a relationship of cooperation founded in communication, mutual understanding, trust and respect.
Regional Vision Framework • The Province works with the PMCR to develop regional solutions to common issues and promote cooperation in delivering services and developing infrastructure in the region. • The PMCR Regional Vision Framework identifies four broad priority areas: • Collaborative Regional Development • Transportation and Shared Services • Environment and Water Quality • Economic Development, Marketing and Tourism http://www.manitobacapitalregion.ca
Municipal/Regional Partnerships • Partnerships ensure local governments retain independence combined with cost and co-ordination advantages on regional infrastructure issues that extend beyond boundaries and capacities. • Key aspect of partnership: Opportunity for municipalities to jointly address demands on resources, infrastructure and finances. • Principal reason for regional approaches to infrastructure and shared services: Economies of scale.
Interdepartmental/Intergovernmental Coordination • Local Government coordinates support for Capital Region to: • share information • highlight areas of policy alignment • identify resources for projects • Most recent project: Capital Region Transportation Master Plan which will inform future recommendations on regional approaches to infrastructure and service sharing.
Capital Region Transportation Master Plan • The PMCR and the Province of Manitoba are developing a Multi-Modal Transportation Master Plan for the Manitoba Capital Region. • Goal: To develop a transportation master plan that will identify transportation service and infrastructure needs that are consistent with the transportation priorities identified by the PMCR and the Province. • The provincial and municipal governments in the Capital Region are working together to coordinate priorities, leverage resources and eliminate duplicate efforts for transportation services in the region. • The plan will identify transportation challenges and opportunities in the Capital Region and will complement the City of Winnipeg’s Transportation Master Plan.
