Goal and Objectives • Goal of the APEC ITS Group • Save lives, time, money and the environment through the realization of Intelligent Transport Systems (ITS) • Objectives (updated) • 1. to identify ITS standards requirements which are APEC priorities • 2. to facilitate the establishment of ITS standards by ISO which are APEC priorities. • 3. to promote the universal use amongst all APEC Economies of ITS standards established by ISO. • 4. to share information among APEC Economies regarding ITS developments. Action Plan Overview DRAFT • Identify APEC-critical interoperable applications (#1) • Establish common APEC needs on ITS standards development (#2) • Develop joint representations to TC204 to establish a common APEC priorities ( #3) • Collaborate on ITS implementations (#4) • Promote trade in ITS application and services (#5) • Promote technology transfer, outreach/training and adoption of best practice models (#6) • Promote research into ITS developments (#7) Note: Number (#) refers to Work Program

Identify APEC-critical interoperable applications • Activities: • Create/update list of candidate user service/subservice areas (based upon ISO list of services) • Go back and review ISO TR14813-1 (specific action) • Schedule • Conduct dialog over the APEC website - Intersessional • Set up form enabling online input by each economy - • Reach consensus at next meeting as to how ISO list of fundamental services could be modified • Target Outcome: Candidate changes to list of TICS Fundamental Services for submission to ISO TC204 • Lead Economy: USA DRAFT

Establish common APEC needs on ITS standards development • Activities (updated) • Formulate a Liaison Statement to ISO/TC204 completed • Participate in ISO/TC204 Plenary in Hawaii (27 April 2001) and deliver Liaison Statement completed • Schedule • Agree on Liaison Statement - May 2000 completed • Submit to (participate in) ISO TC204 Plenary, Naples, Italy completed • Target Outcome: Category A liaison with ISO TC204 • Lead Economy: USA DRAFT

Develop joint representations to TC204 to establish common APEC priorities • Activities • Review any New Work Item Proposal (NP) received from ISO TC204 Secretariat. • Each Economy determines interest level (none, low, medium, high) • Secretariat posts proposals, then aggregates responses, coordinates response to ISO. • Schedule • Target Outcome: Comment submission to ISO TC204 expressing APEC regional view • Lead Economy: Chair, Secretary

Collaborate on ITS implementations • Activities (updated) • Develop an agenda item for presentation at Peru Ministerial Meeting (Sep 2001) • Share information on ITS developments from each economy • Share benefits of using ITS, submit summary experiences via Internet (use US tool) • Discuss ‘system design’ vs ‘system objectives’ (Japan lead?) • US update questionnaire, re-survey Economies and consolidate results • Schedule • Briefing on ITS Benefits - 17th APEC-TPT completed • Discussion of objectives vs design - (via Internet?) • Re-survey - May 2000 • Consolidate results and circulate draft - August 2000 • Discuss survey and establish next steps - 18th APEC-TPT • Target Outcome: Presentation to Ministers, Info Exchanges • Lead Economy: Canada, All Economies DRAFT
