A History of Amnesty international, Group #139, Madison Wisconsin
Origins… • In 1978 Group 139 was established by Dr. Connie Blanchard, Professor of Physics at the University of Wisconsin in Madison. The main purpose of the Group was working for the human rights of the Prisoners of Conscious (POC). At that time, local groups were called "Adoption Groups" because they focused on specific cases involving "POC's" assigned to them. The work often involved research, contact with family members, etc.; not just sending letters to the incarcerating authorities. Today, different terminology is used, with "Adoption Case" replaced by "Case Dossier", "POC" (though still used) replaced by "Individual At Risk", and so on.
