  2. Funding for education • Decentralization is alive and well- • In other words, funding of public schools is a hodgepodge of chaos

  3. Constitution does not mention education • Money raised by property taxes • 1901 Marion v. Alexander- district cannot levy taxes unless state laws let them

  4. 1968 San Antonio Texas • Rodriguez v. San Antonio School District- wanted funding similar to a nearby district- lost

  5. 1971 Serrano v. Priest • Important California decision- funding solely with property tax violates Constitution • Short lived with Prop 13

  6. Florida 1973 • Florida Education Finance Program (FEFP) • Complicated formula • BSA x wFTE x DCD x other factors- districts must match from property taxes according to a formula

  7. Collective BargainingFlorida- a right-to-work state • Three categories: • Mandatory • Permissive • Non-negotiable
