Politics of Protest • 1932 – Cooperative Commonwealth Federation (CCF) formed • Leader: J.S. Woodsworth • Supporters: farmers, labourers, socialists, intellectuals, discontented Liberals • Socialist party • Forerunner to the NDP
Politics of Protest • 1935 – Social Credit Party won landslide victory in Alberta • Leader: “Bible Bill” Aberhart • Belief: capitalism a wasteful economic system – banks hoarded money, so government should release it • Remained in power till 1971
Provincial Solutions • To show their dissatisfaction, voters voted out the ruling provincial parties during the provincial election • Quebec: Maurice Duplessisand the newly formed Union Nationale • Blamed problems on English minority
A Change in Government • 1935 – fed up with Bennett’s inability to change the situation, voters re-elect Mackenzie King • King still believed that the government should not intervene in the economy
Increased Tension in Federal-Provincial Relations • Rowell-SiroisComission1937 • Who taxes for what? Who pays for what? • Federal government should have control over taxation • Equalization payments: grants to ensure poorer provinces can offer the same services • Federal government should be responsible for unemployment insurance and other social benefits like pensions • Thanks to WWII, most of these ignored or adopted much later
