Lessons learned • Rather than piecemeal approaches, slums should be integrated into citywide urban planning and management systems • Streets are the drivers of citywide slum upgrading and urban transformation • Addressing slums requires a twin-track approach: prevention and upgrading • Slum upgrading requires a human rights based approach and should put housing at the centre • Integration of the 3PA is required for effectively addressing slums
