3 GOALS OF $122mil BOND - MEASURE ‘U’ • Modernize/Repair So that our current schools will last for the next 50 years • Equalize To ensure that all LUHSD students have, in general, equitable facilities • Accommodate Enrollment Growth With permanent structures and expansion rather than using portable units that are already aging and increasingly expand the academic footprint of the campus
Modernization/Safety Projects • Paint and seal older buildings • Update electrical systems to accommodate 21st Century Use of Technology • Upgrade security fencing and lighting • HVAC replacement • Repair pavement to eliminate slip, trip and fall hazards • New and repaired roofing • Modernize library at LHS • Modernize competition pool at LHS • Upgrade network infrastructure to accommodate the growing number of users
Equalization • FHS: Theater, Construction classroom and work area • HHS: Culinary Arts classroom and kitchen • LHS: Improve office access for public and parents, increase stadium capacity
Growth Projects • Cafeteria Expansion at Liberty High School • A 2-story, 16-classroom modular building on all three sites • Move “team locker rooms” out of main locker rooms to accommodate more PE lockers • Additional parking at Heritage High School *When investigating the building of a new high school outside of the urban limit line, we found the current cost to be prohibitive due to a number of infrastructure issues.
Measure “U” Assumptions • Based upon the recently released Assessed Valuations for our attendance area the cost to homeowners will be < $28 per $100,000 of assessed valuation. • The average Assessed Valuation for a single family home in LUHSD is $350,834. Therefore, Measure U would cost about $8 month. • LUHSD is projected to grow to 9,093 by October 2021, Current enrollment is just over 8,200. • The estimated cost to build a high school on the corner of Delta/Sellers was $322 million with flood control, site and off-site work, and construction escalation rates.
Other Considerations • LUHSD has not passed a Bond since 2001. Since that passage our district has grown by over 4,300 students • The LUHSD has drastically changed its inter-district approval parameters by only allowing long-term feeder district students into the district. This year alone there were 90 denials of inter-district transfers. • The District has tried to improve the school sites using General Fund dollars, e.g. the new Science Wing at LHS. • Most of Liberty High was built after the fire of ’63. • There are currently 27 portable classrooms at Liberty, 20 at Freedom, and 10 at Heritage. • In 2013-14 LUHSD changed boundaries to balance enrollment • LUHSD 1989 Bond is now retired
