Quick summary of 20th century Portuguese history:Portugal has not participated directly in the 2nd World WarDecolonization process form the African colonies was developed in few months after April RevolutionDemocracy was established only in 1974 after 48 years of dictatorshipEuropean adhesion occurred in 1986 Portugal: a specific country within European context Rapid change in social values, political system, modernization of economy, etc….
Diagnosis:Immutable structural situation of low qualifications Weak social valorization of educationDecades of delay in education and training public policies (VET and AET)Separated and discontinuous interventionsInadequate courses and modalities to the different publics (selective school) The deeper and persistent weakness
Milestones:1986 – Basic Law of the Educative System + first structural funds for education development1995 – Education as the passion of the new socialist government recently elected2000 – Lisbon strategy was adopted by the European Union2005 – New governmental program (New Opportunities Initiative) + European Social Fund Strategy The Education in Portugal

Portugal was the OECD country with the best performance, considering the three domains (Maths, Reading and Science) – with a 20 points value of increasing
