  2. Recent Activities and Timeline • Evanston City Council drafted Intergovernmental Affairs Agenda October 5, 2009 • Evanston Day April 29, 2010 • Hired Intergovernmental Affairs Coordinator May 2010 • Hired Federal Lobbyist Holland and Knight May 2010

  3. Proposed Update to Intergovernmental Strategy • Memo outlines staff recommendations to achieve funding goals for 2010 & early 2011 • Identifies specific State or Federal grants or potential earmarks to meet council goals

  4. Review of Council’s Current Strategy • Established October 5, 2009 • Nine main points • Focused on funding for city’s water distribution, sewer system, capital and road projects • Funding for public safety equipment and personnel • Affordable housing initiatives • Improvements to CTA/Metra stations, tracks and viaducts in Evanston • Pension reform

Overall State and Federal Funding Priorities • Federal fundingtoinclude one major road infrastructure project in the 2010-2014 Safe, Accountable, Flexible, Efficient Transportation Equity Act-Emerson Street $5.0 Million • State or Federal funding for the Evanston Water Utility- Study money for Water Utility expansion $300,000

Overall State and Federal Funding Priorities (Part II) • Federal funding for Evanston from Sustainable Communities Initiative • Federal funding for planning associated with a Evanston Federally Qualified Health Center • State or Federal funding for Union Pacific railroad viaduct maintenance and CTA Purple line reconstruction

  8. Other Federal Priorities (Tier I) • Federal funding under Transportation Investment Generating Economic Recovery (TIGER) II Grant • Explore Evanston becoming a Federal WEED and SEED community

  9. State Priorities (Tier I) • Be an active partner with the Northwest Municipal Conference and Pension Fairness Coalition to reform police and fire pensions • Protect Evanston’s share of state tax revenue during 2011 state budget process • State or Federal earmark for planning associated with an Evanston Wet Lab

  10. State and Federal Priorities (Tier II) • Opportunities for Evanston libraries to transform into a broader learning center and apply for federal grant funding for programming • Federal funding from 2010 SAFER Grant Program

  11. State and Federal Priorities (Tier II) Continued… • State or Federal funding to apply renewable energy resources and energy efficiency techniques to municipal buildings • Federal or State funding to pay for Evanston seasonal youth employment • State funding for Safe Routes to School Program

Regional Goals for the City of Evanston Regional Transit Authority (RTA) • Change and augment federal funding programs for public transit Chicago Transit Authority (CTA) • Secure funding for purple line improvements Metra • Ensure Evanston viaducts get onto next revamp list Union Pacific Railroad • Evanston track and viaduct repair

Regional Goals for the City of Evanston Continued… PACE • Ensure that the Dempster Street Route to O’Hare utilizing a Transit Priority Signaling Route (TPS) as part of its Arterial Rapid Transit Plan becomes active by 2012 Northwest Municipal Conference • Work with NWMC to develop state legislative policy positions with Evanston’s views in mind Chicago Metropolitan Agency for Planning (CMAP) • Develop a strong relationship to more closely impact regional decisions
