Early Intervention, Part C of IDEA: Early Steps • Ensure early intervention services to infants & toddlers with special needs & their families • Family-centered • Community-based • Support role of family • Promote interagency coordination & collaboration of services **EARLY IDENTIFICATION OF POTENTIAL DEVELOPMENTAL DIFFICULTIES & ACCESSIBLE EARLY INTERVENTION SERVICES TO ADDRESS POTENTIAL PROBLEMS WILL REDUCE NEED FOR MORE EXTENSIVE & EXPENSIVE SERVICES AT A LATER DATE**
Entitled services through part C of IDEA • Assistive Technology • Audiology • Family Training, Counseling, & Home Visits • Health Services • Medical Services for diagnosis & evaluation only • Nursing Services • Occupational Therapy • Physical Therapy • Psychological Services • Service Coordination Services • Social Work Services • Special Instruction • Speech/Language Pathology • Transportation • Vision Services
More about services • Designed to meet developmental needs for each eligible infant/toddler under Part C & the needs of the family related to enhancing the child’s development • Selected in collaboration with family • Provided under public supervision, by qualified personnel, in conformity with an Individualized Family Service Plan (IFSP)
Eligibility for early intervention • Established Medical Conditions • Those diagnosed physical or mental conditions that have a high probability of resulting in a developmental delay • Examples: • Children born with genetic disorders • Children contracting congenital infections, neonatal infections or post-natal infections that affect the Central nervous system or Auto-Immune System • Children having sensory impairments • Children having chronic or degenerative orthopedic or neurologic conditions • Neonatal grad III/IV intraventricuar hemorrhage; other significant intracranial hemorrhage • Technology dependence for ongoing medically fragile conditions • Exposure to known teratogens or drugs known to cause birth defects & findings of effects of such exposure • Psychiatric disturbances of infancy or childhood
Developmental Delay • Children under the age of 3 who have a delay of at least 1.5 standard deviations below the mean on the Battelle Developmental Inventory II in two area of development. Areas of development include: • Cognitive development • Communication development • Adaptive development • Physical development • Social or emotional development ** Informed Clinical Opinion may be used for abnormal sensory-motor response or affective or social disorder/condition and must be documented by 2 qualified professionals from different disciplines **
Making referrals in Louisiana • Referral is made to System Point of Entry (SPOE) in region of child’s residence • Referrals must be made within 2 days of noted concern
How does Early Intervention work? Child (0-36 months) – concern Referral to System Point of Entry (SPOE) in child’s parish of residence (45-day timeline begins) Intake Coordinator (assigned) Multidisciplinary Evaluation (MDE) (evaluation to determine eligibility) Eligible Not Eligible Family Service Coordinator IFSP (Individualized Family Service Plan) Services provided based on needs identified by team Transition - Age 3 (2y, 6m) Out of services Part B services Other services
