Major Challenges ImpactingLife Cycle Logistics Career Field • New Competencies • May 2008 DoD Logistics Human Capital Strategy (HCS) • Substantially larger competency set necessitating major updates to and expansion of DAU learning assets • Workforce Growth • FY07-09 Steady Increase in LOG Workforce Size (+1,708) • FY10 DLA adding 2,344 positions into LCL workforce (+2,344) • FY10 USAF Life Cycle Logistics Workforce Reconstitution Team (+1,400) • Training Demand • Substantial increase in demand for DAU courses as workforce grows by 25-30 percent over next 12-18 months • NOT specifically in-sourcing or new hires, but planned recoding of DLA and USAF personnel into DAW from existing DoD logistics workforce • DoD Product Support Assessment Team (PSAT) Report • New weapon system sustainment business model • Likely will drive further reengineering of DAU Logistics curricula
Challenge #1: New Life Cycle Logistics Competencies

Benefits of this Approach • Addresses All Required New Competency Areas • A “Back to Basics” restoration of competencies which were deemphasized under Acquisition Reform • Facilitates Inter-disciplinary/ Cross-functional Competency Integration • Provides Better Balance Across DAWIA Certification Levels • Maximizes Curricula Development Resources by Enhancing and Redeploying Existing Courseware • No Net Increase in DAWIA Certification Classroom Hours at Level I or Level II • Integrates Sustainment and PBL as a Life Cycle System Sustainment Strategy • Minimizes Additional Classroom Hours/Travel Costs by Consolidating two Separate Week-long LOG 207 & LOG 236 Courses into Single 8.5 day course • Proactively addresses recommendations from DoD Reliability Improvement Working Group (RIWG) and DoD Product Support Assessment Team (PSAT) • Strong Endorsement from Life Cycle Logistics FIPT & Functional Leader Increased Rigor - Competency Based - Outcome Focused
Planned LOG Course Development & Revision Roadmap in Priority Order Note: FY10 Deployment of LOG 103 & LOG 206 a DAU Performance Plan Target under Task 1.1.1 (Develop and deliver high-quality learning assets and services to our customers).
Challenge #2: Life Cycle Logistics Workforce Growth
DoD AT&L Workforce Count by Functional Career Field (FY09) Projected increase of 3,744 new workforce members between now and FY11 – almost 30% growth in next 12-24 months
Primary Impacts of DLA Life Cycle Logistics Workforce Growth on DAU Regions • DLA coding 2,344 new Life Cycle Logistics positions in 3 Spirals between now and end of FY10 • First spiral of 628 personnel in next 60 days • Remainder in FY10 • Primary Impact on CNE, Mid-Atlantic, & Mid-West • Growth of civilian Life Cycle Logistics-coded positions will take place at four DLA locations • DLA Headquarters Fort Belvoir – 7% • DSC Philadelphia/DDC Susquehanna– 37% • Defense Supply Center Richmond – 29% Mid-Atlantic • Defense Supply Center Columbus – 27% Mid-West CNE (44%)
Primary Impacts of Life Cycle Logistics Workforce Growth on DAU Regions • Air Force chartered a team in May 2008 to “reconstitute their atrophied Life Cycle Logistics workforce” • Final report due by end of year; Implementation FY10-11 • Preliminary estimates of approximately 1,400 additional positions later in FY10 or possibly early FY11 • AFMC Product Centers: Eglin, Hanscom, Wright-Patterson • AFMC Air Logistics Centers: Hill, Tinker, Robins • Space Command: Los Angeles, Peterson • Primary impact on CNE, South, Mid-West, and West regions – Cannot yet project detailed numbers for each location
Challenge #3: Impact on DAU LOG Portfolio of Oct 09 DoD Weapon System Product Support Assessment (PSAT) Report
Eight PSAT Recommendation Areas Next Generation Business Model: Define the overall strategy that drives cost-effective performance and capability for the Warfighter across the weapon system life cycle and enables most advantageous use of an integrated defense industrial base PPP / Industrial Integration: Align and expand the collaboration between Government & Industry that produces best value partnering practices Supply Chain Operational Strategy: Connect platform product support strategies to enterprise supply chain approaches that produces best value across the DoD components Governance: Strengthen and develop organization and mgmt processes to deliver the right sustainment information to decision-makers BCA: Building a toolbox of analytical approaches, where BCA is one of many Human Capital: Integrate Product Support competencies across the Logistics and Acquisition workforce domain to institutionalize successful traits of an outcome-based culture Metrics: Use existing metrics to catalyze sustainment strategies and trigger continuous supportability analysis O&S Costs: Improve O&S cost visibility and influence Weapons System Data: Define, collect, report, and manage the data we need to drive effective Life Cycle Product Support 21
Summary & Road Ahead • Major changes to learning asset content and course offerings to address new Logistics competency set • Cannot yet quantify impact of PSAT policy & process changes, but they will be significant (competency set will be scrubbed again) • Additional DAU LOG faculty (FTE) required between FY10-11 to meet anticipated workload demands of new Logistics competencies, new courses, and workforce accessions • Longer-term (post-2014), surge will diminish, but because career field will be at least 25-30% larger, annual out-year throughput will remain substantially higher than today • Will likely necessitate more multi- functional faculty, more Sec 852 hires, contract/adjunct faculty, and other innovative ideas such as possible short-term rotational assignments of DLA/USAF personnel to assist mitigate teaching workload impacts or slowing accessions
