Promote the diversity of services and the final consumer freedom to chose. they intervene in the market of the CE. Time frame: 2009/2010 1.1 Infra-strctures Access Goal: Promote a regulatory approach, focused on the principle of transparency and non discrimination (SLA’s and prices); Start a periodic and structured review process os all offer to access infrastructures (more and better SLA’s); Analyse aletrantive access models; Time frame: 2009/2010 1.2 Access to land and sub-soil for the installation of infrastructure Goal: Streamline/clarify Municipal rates..TMDP and avoid municipal taxes duplication. Ensuring non-discriminatory access to pipelines of the municipal public domain. Remove barriers that don´t allow the installation of technological solutions in buildings, related with NGN, or other. Promote the revision / adaptation of ITED, ITUR and Condominius law. Improve the process of choosing and selection of suppliers. Promote and disseminate "Observatory for public consulations of the Public Central Administration." Time frame: 2009-2010 1.6 Spectrum Goal: Develop recommendations in order to allow the management and a more efficient use of spectrum. Identify auto regulation opportunities. Time Frame: 2009-2010 1.9 Approach to consumers Goal: Monitor the processes related to consumers. Promote the adoption of risk databases by the Operators. Stimulate the demand for new electronic communications services that promote the sector's development. Time frame: according to ANACOM´s calendar 1.10 Number portability Goal: Clarify the rules for the new number portability regulation, including the procedures for compensation.
