OUTLINE • GEF projects, outputs, processes – rolein environment and development programmes • Main environment and development policies and programmes • Challenges in integrating global environment issues within national environment and development planning, policies and programmes • Lessons learnt

Integrating the GEF ….. • GEF Enabling Activities have provided a foundation of action plans related to global environmental issues • A platform for capacity building has been established – National Capacity Self-Assessment • Regional and national projects have addressed critical issues and strengthened regional links

Integrating the GEF ….. • GEF Small Grants Programme – has supported practical action to deal with environmental issues • Pilot programme on community adaptation to climate change – important for small islands • The consultation process has allowed for involvement of stakeholders and focus on priority setting. • Proposal for follow-up to Protected Areas System Master Plan (RAF Biodiversity Allocation)

  5. Integrating the GEF ….. • GEF funds as counterpart to • Forest Conservation Fund • Environmental Foundation of Jamaica • Increasing awareness of GEF and commitments under Treaties and Agreements

Environmental and SD Policies, Programmes and Strategies Examples of proposed plans - • Protected Areas Systems Plan • National Development Plan 2030 • Long term development plan for Jamaica • Guided by the vision and leadership at the highest level • incorporating as a starting point, existing policies, programmes and sector plans, the Medium Term Framework, the National Industrial Policy, the commitments embodied in the Millennium Development Goals and other international agreements. • Aim - to putJamaica in the position to achieve developed country status by 2030.

Environmental and SD Policies, Programmes and Strategies National Development Plan 2030 • Priority areas have been identified • 28 Task Forces configured, based on the major sectors of the economy - economic, social and environmental, and Governance. • Representation on each task force is drawn from government ministries, other relevant public sector bodies, the private sector, civil society and the International Development Partners (IDPs). • The Chairperson of each task force is a public/private sector representative.

  9. Integrating global environment issues…. Millennium Development Goals – key focus of Medium Term Policy Framework Global environmental issues covered in sectoral plans Link between natural resources management and economic well-being acknowledged by decision-makers Climate change adaptation and hazard management among priorities

Challenges • Linking the sectoral plans (e.g biodiversity, desertification, climate change, etc.) • Ensuring coherence between the various plans • Moving from plan to implementation • Establishing priorities among the various action plans and programmes • Global issues vs. local issues • Resource Mobilization

  11. What next? • For Jamaica - an opportunity in developing a long term development plan to incorporate environmental issues and include action plans such as the NBSAP • At the regional level – regional coordinating mechanism, CARICOM etc. an opportunity to address common environmental and economic issues • Through GEF consultations, an opportunity to relate to other regions (constituencies) on global issues • At the national level – priority setting and review mechanisms provide an opportunity for coherence and commitment to projects
