A. What is the Dutch Development-Cooperation? • 0,8 % of GNP • Poverty Alleviation:HIV/AIDS, Reproductive Health and rights, Basic Education and Environment • Decentralized system
B. Who are the marginalized groups? • Poor people - women, youth and children • Sick people, People Living with HIV/AIDS • (undocumented) Migrants • Drug users • Sexual minorities • OVCs, homeless people etc. etc.
C. How to reach them? • Sector-Wide Approach (SWAp)- health • Basic health-care services incl. reproductive health, basic nutrition and safe drinking water:** Strengthening health systems (local and district level)** Poverty related health problems (ATM)
Aids a multi-sectoral issue: a challenge to reach marginalized groups • Political commitment is limited • Sexual and reproductive health and rights under pressure • Stigma and discrimination • Many stakeholders, lack of coordination • Aids is eroding capacity

D. What lessons can be drawn? • Marginalized groups are hard to reach via national programmes; • Special efforts are required:invite, listen and enable them to participate in policy and decision-making (eg. GIPA)funding, capacity building of NGOs
Marginalized groups are not part of the problem but part of the solution!
