  3. Legal Authority 2012 Minnesota Statute Section 144A, Article 351. The commissioners of health and human services, with the cooperation of counties… shall prepare a report to the legislature by August 15, 2013, and biennially thereafter, regarding the status of the full range of long-term care services and supports for the elderly and children and adults with disabilities and mental illnesses in Minnesota.

  4. Legislative Report The report shall address: • Demographics and need for LTSS in Minnesota • Current status of LTSS system • Summary of county and regional reports on LTSS gaps

  5. Gaps Analysis Methodology • Sent to all Minnesota counties • Populations • State and county level reports by population

  6. Gaps Analysis Results • Home and community-based services: status, improvements and self-direction • Cultural competency, housing capacity and employment • Nursing home specialty beds/services and transition

  7. Gaps Analysis Results • Children’s Mental Health • Adult Mental Health

  8. Community Services InputMethodology • DHS contracted with The Improve Group • Three input methods: 18 focus groups across the state; interviews with key stakeholders and website to collect additional feedback

Community Services Input Results • Who needs long-term services and supports? • What is the status of supports that are available and to what degree are services aligned with needs? • What can be done to best meet the goals of ensuring access, quality and choice while promoting cost-effective options?

  10. Looking Forward • Gaps Analysis County and State Reports will be completed by July 1 • Community Services Input Report will be completed by July 1 • Both will feed into the Balancing Long-Term Services and Supports Report to the Legislature, due August 15
