Successes & Work in Progress • Leadership & Strategic Direction • Develop & adopt School Board policy…recognize the community’s diversity as an asset • Develop a policy that articulates the Board’s commitment to ELL and multicultural programming • Samples of policies from three districts have been provided for review • The ELL office will develop a draft policy for feedback from the Board by May 30th • Restore staff and community confidence in the ability of school district leadership to work collaboratively on behalf ELLs • The ELL team & the Community Leaders Advisory Panel are working collaboratively on developing a plan to address one of the recommendations related to family engagement • Goals & Accountability • Revising curricula frameworks • The ELL team continues to support developing resources and identifying modifications and supplements to support ELLs in grades 1-12 ELA • Identified new resources for Science and American History to support the needs of Newcomer ELLs to be implemented in the 14-15 SY
Successes & Work in Progress • C. Curriculum & Instruction • An ELL Walkthrough tool is in the final stages of development. The tool will be vetted through teachers and administrators in early April. • Completion date: May 2nd. • D. Program Design and Delivery System • Redesign of ELL program frameworks • Guidance for the implementation of Bilingual Developmental Education programming (K-5) is under development. • Completion date: June 30, 2014 • Guidance document for collaboration between general education and ELL teachers is under development. • Completion date: June 30, 2014 • Flexible models to support the instruction of ELLs with disabilities • A resource is under development that will be used during team meetings to guide discussion that will help determine appropriate ELD support for ELL students with IEPs. This tool will become an anchor in the design of flexible programming for ELLs with disabilities.
Successes & Work in Progress • F. Data and Assessments • Revise data systems to allow school-level ability to manipulate student data, including data on ELLs • The ELL team is collaborating with Technology in order to improve the delivery and collection of ELL student data through the new SIS

Next Steps & Considerations Moving Forward • The Director of ELL recommends increasing the amount of time ELL Specialists spend on the implementation of the CGCS recommendations from April 2014 through January 2015 • Specifically, the ELL team will continue to monitor local and federal regulations, support student placement, and facilitate already scheduled PD • This will allow the ELL team to dedicate the necessary time to address many of the CGCS recommendations that require significant project planning: • Multiple graduation pathways for ELLs (C.15-17) • Framework for the strategic use of native language support across ELL programming and instructional services (D. 23) • Plan for Bilingual and Dual Language implementation in grades 6-12 (D.24) • Newcomer and new arrival programming (D.25) • Redesign Dual Language Programming (K-5) (D.27) • Flexible programming options for ELLs with disabilities (D.30) • Staffing plan for ELL programming K-12 (H.56-57) • PD modules: cultural competence, sheltered instruction (advanced), etc. (H.58)
