SF Implementation – Technical Assistance • ESF funding allocated in 2004 (progress): • The Grant Scheme Technical Assistance for Capacity Building of NGOs and Municipalities to Implement the ESF Measures supported 39 projects (598 253.47 LVL). • The National Programme Establishment and Operation of Regional EU Structural Funds Information Centres supports 5 regional centres (195 000 LVL). SF Implementation – Technical Assistance • ESF funding for 2004 (next steps): • The ESF National Programme Increasing Ethical Competence in Public Administration • The Ministry of Agriculture and Rural Support Service will receive EAGGF TA funding for the procedures of the next planning period, risk and quality management, as well as for a Management Information System. Other SF Implementation Issues • The SF implementation process is hampered by the following factors: • mistakes of final beneficiaries made in procurement procedures – low quality procurement documents/irrelevant expenditure • a large amount of payment claims submitted to the 2nd level Intermediary Bodies • in ERDF projects – lengthy project appraisal process due to the necessity to interpret regulatory enactments and adjustments clarified with the EC regarding the application of relevant regulations. Other SF Implementation Issues • The SF implementation process is hampered by the following factors: • Non-approved documentation: • ERDF – the Ministry of Transport and Communications has not still submitted the National Programme Development of Information and Communication Networks in Geographically Remote Areas for approval in the ERDF Steering Committee • EAGGF – the National Programme Integrated Rural Development Pilot Strategies (Ministry of Agriculture) • EAGGF – accepting project applications not commenced under the Development of Local Action (LEADER+ Type Measure) • Project applications exceed the amount of available funding Structural Funds Managing Authority – Ministry of Finance
Other SF Implementation Issues • A meeting of the Ministry of Finance and institutions involved in the SF management was held 24-28 April 2006 to discuss the SF implementation progress by activity. It was agreed that ministries must complete the following by 1 June: • submit non-approved SF implementation documents to the Ministry of Finance • submit proposals to the Ministry of Finance for the allocation of remaining SF funding in projects • submit proposals to the Ministry of Finance for closing non-commenced activities, if necessary • provide information to the Ministry of Finance about project appraisal timelines • collect information and submit proposals regarding activities where potential overcommitments are possible Structural Funds Managing Authority – Ministry of Finance
Other SF Implementation Issues • Following the 24-28 April meeting it was agreed that implementing bodies must complete the following by 1 June: • consider contract termination options in case of problematic projects • expedite the SF application processing • notify the Ministry of Finance about project appraisal/contracting timelines • collect information and submit proposals regarding activities where potential overcommitments are possible Structural Funds Managing Authority – Ministry of Finance
