Snapshot on Sectors • Agriculture: Potential Shortage by 2050 in the staple food crops like rice (6.50 mn tons) wheat (45.03 mn tons) • Energy Access: 63% without any electricity connection, 22% less than 50 kwh/m, 10% b/w 50-100kwh/m, 5% above 100 kwh/m • Risk Management: potential GDP loss (2-20%), b/w 2006-08 already 126 disasters, disasterhotspot by IPCC • Himalayan Ecosystem: substantial glacial retreat, increased extremes • Finance: lack of proper institutional arrangements nationally and regionally
Recommendations: Institutional Mechanism • Integrated approach: mainstream potential climate impacts in the sectoral planning process • Role of public resources: specific plans and framework required for the marginalised section • Specific role for non government actors: role in delivery, advocacy, capacity building • Design: non-conflicting mechanisms for utilising international resources in the region
Recommendations: Climate Actions • Regional Level: mapping expertise and gaps by sectors, implement intergovernmental research and pilot actions proposed • National Level: mainstreaming climate impacts to planning, indentifying best practices for resilience, advocacy and capacity building workplans
Recommendations: Other Activities • Transition from SAARC Observer Status to SAARC as Group: develop target specific plans • Avoid multiple channels lack synergy, transparency, accountability and participation. • Develop: south-south cooperative model for actions/implementation • Knowledge management: exploit the traditional knowledge stock, share best practices, create unimpeded flow of knowledge for climate resilience
