It was here in 1934 that Jinnah (the “father” of Pakistan) was persuaded to return and continue his efforts to form Pakistan even with great adversity among leaders in India and extremists in Islam. “The eloquent persuasion of the Imam left me no escape.” Muhammad Ali Jinnah 1934 Speech at the London Mosque Fazl Mosque (London Mosque), London UK United States of America

Ahmad was arguably the most influential civil servant in Pakistan, with supervisory authority over all three ministries. During M.M. Ahmad’s service, Pakistan underwent rapid industrialization and growth. In 1967, President Ayub Khan appointed M.M. Ahmad as adviser to the new president and was given the rank of a Federal Minister. 13. “You are free; You may belong to any religion or caste or creed that has nothing to do with the business of the State.” Muhammad Ali Jinnah, August 1947 We are Muslims who supported Jinnah’s vision of a democratic and secular Pakistan. United States of America

  14. We have been fighting extremism in Islam for over 100 years and are experts on the origins and root causes of extremism 1866 – Taliban started in Deoband, India Six Clerics in Deoband start a Madrassa that spreads across Asia teaching: (1) a Muslim's first loyalty is to his religion, (2) Muslims should recognize religion as the only border, and (3) Muslims have a sacred right and obligation to go to any country to wage jihad to protect the Muslims of that country. Students were called “Taliban”. Today – the Taliban have created a known extremist political party called “JUI” 1941 – Maududi power - “Political Islam” Cleric Maududi starts the first political party of Pakistan – Jamaat-e-Islami (JI) opposed to Jinnah’s vision of Pakistan. Later, the Ahrar and Taliban join JI’s objectives: (1) establishment of a pure Islamic state, (2) governed by Sharia law (3) opposed to Westernization, (4) opposed to ideologies such as capitalism, socialism and secularism. 1866 1900 1941 1947 1900 - Ahmad rejects clerics’ Jihad Ahmad rejects the concept of violent Jihad with proof from Islam’s Quran and Hadith. Some radical clerics declare Ahmadi Muslims as heretics for not supporting the call to wage Jihad. 1947 – Jinnah’s “free” Pakistan wins Pakistan is formed with a democratic vision of freedom, secularism, and minority protection. Radical Islam fails to win significance Combating the ideology of the Taliban, Ahmad said, “…the prevalent tradition among the Muslims of attacking the people of other religions, which they call Jihad, is not the Jihad of Islamic Jurisprudence. It is against the clear instructions from God and His Messenger and is a grievous sin.” United States of America

  15. The Radicalization of Pakistan 1947 – Finality of Prophethood “TKN” Platform Maududi who opposed creating Pakistan faces diminishing support for “waging Jihad.” Jamaat-e-Islami and the Ahrar regrouped on a new political platform with broad appeal – a doctrine of “Finality of Prophethood“ called TahafuzeKhatam-e-Nabuwat (TKN) to appeal and unite a diverse Muslim base. Their claim was that Ahmadis were agents of the west abrogating (rejecting) Jihad and that Ahmadis insulted Islam by believing Ahmad was a Prophet. Masses joined the TKN platform for fear of being labeled as non-Muslim with the Ahmadis. This is how extremism spread so fast since 1947. 1947 1974 1953 1974 - Failure Bhutto’s power play reinvigorates “TKN” Following the 1973 oil crisis and realization that the Muslim World was trying to unite against the West, Bhutto hosted the 2nd Organization of Islamic Conference (OIC) in Lahore. He positioned Pakistan on the Islamic World stage by nominating King Faisal to be the Khalifa and offered to defend the doctrine “TKN”. Within seven months Ahmadis were declared non-Muslim by 140 international Muslim organizations and by Pakistan’s NA. 1953 – Judge Rejects Extremism Crowds were stirred into riots against Ahmadi Muslims in Punjab. Thousands were injured and many killed. Martial Law was declared. A Federal Court Inquiry found Maududi, JI leaders, and the Ahrar responsible for inciting hatred and riots. They were sentenced to life in prison. Unfortunately, two years later Pakistan was pressured into releasing them by Saudi Arabia. February 22, 1974 OIC Yasser Arafat, Mujibar Rahman, ZA Bhutto, Muammar al-Qaddafi

  16. On September 7, 1974, Zulfikar Ali Bhutto, supporting the Second Amendment to the Constitution, declared Ahmadis to be “non-Muslim” choosing an extreme political platform “TKN” that organized 72 sects of Islam against one. Defend Jinnah’s vision? or.. Cater to “Political Islam” for power? Bhutto’s Decision Lahore, Pakistan - February 22-24, 1974 Yasser Arafat, Sheikh Mujibar Rahman, Zulfiqar Ali Bhutto, Muammar al-Qaddafi 2nd Organization of the Islamic Conference Z. A. Bhutto

  17. In April 1984, General Zia ul Haq’s government catered to extremists and played into anti-Ahmadi sentiment among “TKN” clerics by passing a law called Ordinance XX that criminalized Ahmadis for calling themselves Muslims. Ordinance XX carries the punishment of fine, imprisonment or death for acts deemed to be blasphemous. To this date, it is illegal for Ahmadis to call themselves “Muslims” or to call their places of worship “Mosques.” Under Ordinance XX, an Ahmadi that “hurts the feelings of the Muslim Majority” can be fined, imprisoned or put to death. “We will Inshallah persevere in our effort to ensure that the cancer of Qadianism is exterminated.” “[the] Government of Pakistan has taken various measures to deal with this problem. I hope that the whole Muslim world will take similar steps to crush this curse [Qadianism] with full force." General Zia-ul-Haq President of Pakistan August 4, 1984 Member of Jamaat-e-Islami Mohammad Khan Junejo Prime Minister of Pakistan August 4, 1985 United States of America

  18. Politicians Radicalize Pakistan “…Qadianis have been declared infidel in the constitution of Pakistan. Recently my Government banned the holding of Quadiani conference and Qadianis could not dare to hold the conference anywhere in Pakistan.” “…Qadianis were declared non-Muslims in my father's rule. How could I undo the great service my father did for Islam? My Government will not give any concession to Qadianis. They will remain as non-Muslims.“ Nawaz Sharif Chief Minister of Punjab International KhatmeNabuwwat Conf, Chicago November 22, 1989 Benezir Bhutto Prime Minister of Pakistan January 1989

  19. Pakistan’s claim to the United Nations false The United States has not previously linked Pakistan’s government- sponsored persecution and its abuse of minority rights with the conditions that breed extremism and terrorism. Pakistan routinely misleads the UN and the United States… Pakistan conceals state-sponsored persecution: “The government has no hostility towards the Ahmadis, nor are they persecuted or harassed in any way … In substance, the Ahmadis enjoy all the normal rights.” “There exists no plan, no campaign, official or otherwise, to persecute the Ahmadiyya Community.” - February 25, 1986 United States of America

  20. We are the only Muslims in Pakistan that are excluded from participating in the election process and must make a declaration of faith in the government issued passport. Declarations Page “I consider Mirza Ghulam Ahmad Quadiani to be an imposter nabi and also consider his followers whether belonging to the Lahori or Qadiani group to be Non-Muslim.”

We live in a place where the police help settle scores and judges fail to intervene. They are either with the extremists or afraid of being targeted as “sympathizers” if they assist Ahmadi Muslims in judicial due process. February 2009 United States of America

  25. Police of Lathianwala Faisalabad August 2009 We are Muslims who watch Pakistani police (Punjab Elite Force) desecrate our Mosques on live television wearing shirts that read “No Fear.” We watch how this emboldens extremists to escalate persecution of our families.

  27. We are Muslims watching extremists brainwash Pakistan’s youth. “The mentality subconsciously instilled in young minds growing up in that society is that people with different views are bad and must be taken out.” Dr. Nasim Rehmatullah National Vice President Ahmadiyya Muslim Community USA Restoring laws that protect minority rights and removing laws that allow systematic persecution is the world’s best hope to curb the tide of a radicalized Pakistan. “No democracy can long survive which does not accept as fundamental to its very existence the recognition of the rights of minorities.” – Franklin D. Roosevelt United States of America

  28. 19 243 Ahmadi Muslims Killed Per Year Ahmadi Muslims Killed In Total <-1974 1984-> We have lost 243 Ahmadi Muslims since the 1974 Amendment

  29. Despite persecution, we are Muslims for peace. “… there will be no improper reaction from any Ahmadi. Our salvation lies in our supplications to God Almighty and we believe that He has, and always will, help us … May Allah protect all good natured people from the evil acts of those opposed to peace.” Khalifatul Masih V Statement after May 28, 2010 Lahore Massacre

  30. His Holiness, Hadhrat Khalifatul Masih V with Lord Avebury, London, UK Statement by Congressman Frank Wolf (VA), Chairman, Tom Lantos Human Rights Commission, in response to testimony by Amjad Mahmood Khan We are Muslims who work within our governments around the world to address terrorism and extremism in Islam by removing the very tools (e.g., Pakistan’s anti-blasphemy laws) that give extremists control over minorities and, subsequently, society as a whole. United States of America

  31. Sentiment emerging in Pakistan: “Enough is Enough” The May 28, 2010 Attack on two Ahmadi Mosques have prompted responses creating an environment conducive to change. ISLAMABAD: It was after an apparent hesitation and a bold initiative by some women that the National Assembly on Thursday (June 3, 2010) unanimously condemned Friday’s “barbaric massacre” of Ahmadis in Lahore. ISLAMABAD: President Asif Ali Zardari signed on Thursday 3 June two recently ratified international conventions, adding Pakistan to the list of countries which have ratified all international conventions related to good governance, sustainable development and human rights. LAHORE: In a statement on Saturday June 06, 2010, in Lahore, Mr. [Nawaz] Sharif expressed commiseration toward the Ahmadi community, calling them ‘brothers of Muslims”. United States of America

  32. HR 764 calls for the repeal of Pakistan’s anti-blasphemy laws and the restoration of rights to minorities. So far, over 28 Members of Congress have supported HR 764 since October 2009. Contact Congressman Christopher Smith (NJ) to sign on today. We can no longer sit idle and wait for someone else to take action – calling on Pakistan to restore the rights of minorities will give those inside Pakistan the courage to make changes that serve to reduce radical Islam’s hold on society at large.

  33. “Redressing the plight of the Ahmadiyya Muslim Community is in America’s best interest.  … America must not be misled by Pakistan’s claim that democracy and freedom of religion exists. America’s war on terror hinges upon securing the rights of the Ahmadiyya Muslim Community.” Naseem Mahdi National Vice President, Ahmadiyya Muslim Community, USA Contact your Representative Support HR 764
