  2. Ohio Appalachian Collaborative and Ohio TIF • Ohio TIF Districts will implement Ohio Teacher Evaluation System in 2012-2013 • USDOE allow flexibility, with a phase-in of student growth measures • Gave Mid-East the opportunity to work through some of the challenges and opportunities

  3. In 2011, ODE “OTES Pilot Program” • Building Directors selected 3 individuals to participate • Attended state sponsored training • Union president • Two Building Directors • OAC/TIF Coordinator • Executive Director

Ohio TIF Requirement 2012-2013 OTES Implementation • All teachers will be evaluated using the Teacher Performance side of the OTES framework • All administrators evaluating teachers and principals will be credentialed evaluators • All teachers will develop and monitor one Student Learning Objective

  5. District Wide Process • In Spring 2012, Mid-East CTC developed an OTES team • Executive Director • Building Directors • New Asst. Director-primary role is evaluation • Asst. Director - role Curriculum and OAC/TIF • Teacher Volunteers • Added our trained teacher mentors • Developed our Professional Development Plan

District Wide Process • In July 2012, ODE sponsored -SLO development grant • CT instructor and OAC/TIF Coordinator to this training (Ohio Valley ESC and Muskingum Valley ESC) • In August 2012, Mid-East began SLO PD with leadership teams creating a teacher-led training model for future use Transformation Team Strategic Compensation Team OTES Team Formative Instructional Practices Team Assessment/Literacy Tech Team HSTW Site Coordinators All Administrators

  7. District Process with Staff • Write and monitor one SLO • Pilot the SLO process • Allow for multiple opportunities for teachers to collaborate, discuss their questions and concerns • Share promising practices with one another

District Process with Staff • September 14th-Professional Development • AM Focus on Teacher Performance – OTES Model • Shifts in our current evaluation tool and the OTES rubric • Self-Assessment and Teacher Evidence • Viewed videos of teachers and used pieces of the rubric • PM focus on Student Growth – Student Learning Objectives • Achievement Vs. Progress

  9. Expectations • Complete the SLO Process • Follow the developed calendar or timeline • Attend Professional Development • 1st Quarter: Rubric / Writing SLOs Focus • 2nd Quarter: Monitoring Focus • 3rd Quarter: CIA Focus • 4th Quarter: Growth Target Data Focus and Reflection

  11. District Decision Process • Appropriate alignment to HB555 and ORC with Value Added teachers • Categorize teachers into groups • Determine percentages to the three SG categories

Determine how we will implement local measures • Shared attribution • CT WebXams and Certifications appropriate measure of student growth • Team SLO • Number of SLO • Balance of Fairness for Teachers • Multiple Measure used to measure Student Growth • Level of Rigor, Validity and Reliability • Determine Approval Process • Who serves on the SLO Review Committee

Selecting and Approving Assessments • Analyze assessment data to set the target • Past performance of students • Standardized assessment • Benchmark assessments • Pre-Assessments • Post-Assessments-Written, Portfolios, Authentic, Rubrics • “Stretch” Opportunities • Plan how various assessment will be combined • Work with teachers across districts to develop common assessments • Build Assessment Literacy • Engage in a focused study
