  1. Please note that public comments are limited to five (5) minutes per speaker.

  2. Director’s Report • Police Department Monthly Report for June, 2013. • Engineering Division Monthly Report for June, 2013.

  3. Approval of Minutes • Approval of the Administrative Session Minutes of June 4 and June 18, 2013.

  4. Public Hearing • Public Hearing to receive public presentation of funding requests from community/non-profit groups interested in receiving support from the City's FY2014 hotel/motel funds.

  6. Resolution • Resolution approving the application and receipt of financing for Community Legacy Projects in the form of a grant or loan in an amount up to $495,000. H:\USERS\JDR\Community Legacy 13 Recommendation.ppt

  7. Resolution • Resolution supporting the YMCA's initiative "Activating Youth and Families with Outdoor Recreation and Healthy Lifestyle Choices" which targets youth, families and low-income teens, and supporting their funding application to the MD DHCD Tax Credit Program.

  8. Resolution • Resolution supporting Allegany College of Maryland Foundation’s application to the MD Department of Community Development to provide tax credits to support scholarship and tuition assistance programs.

  9. Order • Order authorizing the City Administrator to execute an ARC Grant Request on behalf of the Allegany County Human Resources Development Commission, allowing the City to act as the pass-through agency for the receipt of ARC funding in the amount of $110,000 to provide assistance for the rehabilitation of 310 Seymour Street, which will serve as the HRDC Head Start/Early Head Start Center in Cumberland.

  10. Order • Order authorizing the execution of Change Order No. 1 for the City's 2013 Grass Mowing Contract (08-13-M) with Arnold's Lawn Care in the increased amount of $5,700.00, to include the mowing of Oldtown Road at White Oaks Bowling Alley and Queen City Drive from Bedford Road Ext. to Humpty Dumpty School, bringing the total new contract amount to $31,620.00.

  11. Order • Order authorizing the execution of an Employment Agreement between the Mayor and City Council of Cumberland and Amy Baker for the position of GIS Mapping Technician, commencing July 1, 2013, through June 30, 2014.

  12. Order • Order authorizing the Chief of Police to accept a GOCCP Safe Streets Grant for FY14 in the amount of $218,469.00 for personnel, equipment and overtime costs associated with this ongoing initiative.

  13. Order • Order authorizing execution of Employment Agreements with David A. Goad to provide services as the Safe Streets Grant Program Coordinator, and Jason R. Mellott to provide services as the Safe Streets Grant Crime Analyst, retroactive for the period July 1, 2013 through June 30, 2014.

  14. Letters, Petitions • A letter from David A. Treber of The 2013 Great Allegany Run regarding a request from the Queen City Striders for approval of a Special Events Permit to hold the 2013 Great Allegany Run on Saturday, October 5, 2013.

  15. Letters, Petitions • Letter from the Cumberland Police Department to Jeff Rhodes, City Administrator, and David Eberly, Allegany County Administrator, advising of the availability of $14,390 in grant funds through the 2013 Edward Byrne Memorial Justice Assistance Program that will be used to purchase equipment for a traffic safety program to benefit law enforcement on both the County and City level. Input from the Mayor and Council and citizens of Cumberland on the use of these funds is welcomed.

Thomas, Executive Director of Allegany County Human Resources Development Commission, Inc., regarding the South End Street Fair to be held on Saturday, July 27, 2013 from 12:00 noon to 5:00 pm, and requesting closure of Virginia Avenue between the post office and Third Street.

  17. Letters, Petitions • Letter from Dennis Bittinger, Chairman of the Shade Tree Commission, recommending that Dan Meredith be removed from his seat on the Commission due to his absence from more than 50% of the meetings held since his appointment.
