  1. Dearborn Fire Department Emergency Response Guidebook Training

  2. Objectives • To be able to quickly pull information to make decisions at the initial phase of a Haz/Mat incident • To explain what each section of the ERG is and how to use that section. Practical • 10 questions test will be given. • Work together to answer the questions. • All answers will be found in the ERG.

  3. WHAT IS THE EMERGENCY RESPONSE GUIDEBOOK? • It is primarily a guide to aid first responders in quickly identifying the specific or generic hazards of the material(s) involved in the incident, and protecting themselves and the general public during the initial response phase of the incident.

  4. WHAT ARE THE SECTIONS • WHITE SECTION • YELLOW SECTION • BLUE SECTION • ORANGE SECTION • GREEN SECTION

  5. WHITE SECTION • Is a informational section on how to use the book and general response to Haz/mat Incidents • This section has a description of each of the sections. pgs 2-5 • Safety Precautions pg 6 • Who to call for assistance pgs 7-13

  6. Hazard Classification White Section

  7. Introduction to PLACARDSWhite Section

  8. Rail Car & Road Trailer Identification ChartWhite Section

  9. Intermodal Containers Marking SystemWhite Section • Intermodals are containers that are shipped overseas and over the road

  10. Yellow Section • This is a index list of dangerous goods in numerical order of ID numbers • This section quickly identifies the guide to be consulted from the ID Number of the material involved. • This list displays the 4-digit ID number of the material followed by its assigned emergency response guide and material name. • Example ID # Guide # Name of Material 1090 127 Actone

  11. Yellow Section Example • NOTE • If entry is highlighted and there is NO fire, go directly to the Table of Initial Isolation and Protective Action Distances • If there is a fire involved go to Guide Number • Also, the letter “P” following the guide number identifies those materials which present a polymerization Hazard under certain conditions • Polymerization is often an exothermic process (one that evolves heat). • If polymerization begins when it is not desired, the result could be a fire or explosion.

  12. Blue Section • This is a index list of dangerous goods in alphabetical order of material name. • This section quickly identifies the guide to be consulted from the name of the material involved. • This list displays the name of the material followed by its assigned emergency response guide and 4-digit ID number. • Example Name of Material Guide # ID # Sulfuric acid 137 1830

  13. Blue Section Example • NOTE • If entry is highlighted and there is NO fire, go directly to the Table of Initial Isolation and Protective Action Distances • If there is a fire involved go to Guide Number • Also, the letter “P” following the guide number identifies those materials which present a polymerization Hazard under certain conditions • Polymerization is often an exothermic process (one that evolves heat). • If polymerization begins when it is not desired, the result could be a fire or explosion.

  14. Orange Section • This section is the most important section of the guide book. • It provides all safety recommendations on the left side and emergency response guidance and activities for fire situations, spill or leak incidents and first aid on the right side. • Each Guide is divided into three sections. • Potential hazards – with the highest potential listed first. • Public Safety • Emergency response

  15. Orange Section Example

  16. Green Section • This section contains information on how to use this section and two tables. • The first table provides two different types of recommended safe distances which are “Initial isolation distances” and “Protective action distances”. • The next table is the Water-Reactive Materials which contains a lists, by ID number of TIH ( Toxic Inhalation Hazard) materials which produce toxic gases upon contact with water and the chemical gas which is produced.

  19. Time for the FUN part The Workshop or also know as THE TEST

  20. REVIEW QUESTIONS • 1. What is the initial Isolation zone and downwind protective action distance day and night when there is a small leak from the highway cargo tanker pictured here?

  21. REVIEW QUESTIONS • What is the primary hazard of the product with the ID number UN1824?

  22. REVIEW QUESTIONS • What are the recommended extinguishing agents for the product with this placard? What is this product?

  23. REVIEW QUESTIONS • Which guide number should be used for the product spilled from the drum in this picture?

  24. REVIEW QUESTIONS • Identify the hazards and product name of this display found on an intermodal container.

  25. REVIEW QUESTIONS • What is the recommended evacuation distance if a truck load of explosives with this placard in a fire?

  26. REVIEW QUESTIONS • Which guide number should be used for emergency response information for a spill involving material with this placard?

  27. REVIEW QUESTIONS • Which guide number would you use to find response information about the highway cargo tanker pictured here?

  28. REVIEW QUESTIONS • If a container of the material with this placard is submerged in water, what Toxic-by-Inhalation (TIH) gas may be produced?

  29. REVIEW QUESTIONS • Is UN1053 a flammable gas? What is it’s primary hazard, fire or toxicity?
