Lualualei (LLL) ANNEX • Acquired by the Navy in the early 1930’s • Built in 1934, approx 7,500 acre facility about 18 miles from PH • Kolekole Road constructed by Army Corps in early 1930’s • Used for ordnance storage and ordnance production 1934-1974 • Used for ordnance storage 1974- present • Headquarters until relocation to WL in 1999 • 264 above-ground & earth covered magazines • Storage capacity approx. 78,000 short tons • Approx. 110 mags used by Army • 154 mags by Marines/Navy • 74 magazines are empty for various reasons • 1 Helo Pad (Cold Operations)

  20. Background • Navy Munitions Command, East Asia Division, Detachment Pearl Harbor (NMCEADDETPH) consists of two branches located on the Island of Oahu, State of Hawaii. Its mission is to safely and effectively receive store, segregate, issue and maintain ammunition stock for the military Joint Services. The Lualualei Branch (approximately 7,498 acres) is located 35 miles northwest of the city of Honolulu and the West Loch Branch (comprising two areas, West Loch & Waipio, approximately 2680 and 1412 for a total of 4092 acres) is located about 20 miles west of Honolulu. The combined areas comprise a total of 373 magazines with a storage capacity of approximately 98, 830 short tons. Out of the 373 magazines, 110 magazines are used for Army material at Lualualei.

Background (cont’d) • In addition to these sites, NMCEADDETPH provides pier-side ordnance handling services in the Pearl Harbor Region for Naval and Commercial vessels of all types, domestic and foreign flagged, as well as services to other Joint Service commands at their respective sites. • Historically, operations for the recent year totaled over 26,000 transactions with over thirty-thousand short tons moved during the year, including over 250 surface ship and 200 submarine operations conducted from an inventory of approximately ten thousand (10K) line items managed with an active inventory of approximately seven (7) short tons.

Statement of Objectives • NMCEADDETPH seeks to safely and effectively receive, store, segregate, issue (RSSI) and maintain ammunition for the joint services by means of awarding a contract to a contractor to provide a full range of ordnance handling and management services including labor, materials, equipment, inventory management, receive, inspect, store, issue, transport, load, and manage various types of ammunition, explosives, expendable and technical ordnance material and weapons .

Scope of Work Waterfront Operations • The Contractor shall have sufficient capability of loading/off-loading a mix of ordnance inventory at each pier-side location and schedule/service the vessels at each pier location per day in accordance with all defined regulations. • The Contractor shall have simultaneous capability to immediately off-load all small arms ordnance as well.

  29. Scope of Work Magazine Operations • The Contractor shall ensure all material in each designated magazine is stored in accordance with all regulations. • The Contractor shall have sufficient capability to arrange for and conduct vehicle offload, stowage, shipment and shipment preparation operations. • The Contractor shall have sufficient capability to receive from or issue to shore and tenant activities by air and/or surface.

  30. Performance Requirements • All work performed by the Contractor shall include but not be limited to the following: • Manage, control and maintain accountability for all aspects of ordnance management including but not limited to, receipts, storage, restow, segregation and issuance. • Use Government furnished facilities and maintain/use Government furnished equipment for its intended purpose only. • Process and complete all documentation for all ordnance received, downloaded, transferred, stored, re-stowed, segregated, re-classified, and issued/shipped, including all movements of ordnance within NMCEADDET PH/Pearl Harbor and/or all other movements as described. • Maintain stock levels in accordance with established regulations and SOP’s. Weapons Station Readiness (WSR) will be the main vehicle to determine stock levels.

Performance Requirements (cont’d) • Operate, maintain and input actions, into an Ordnance Information Systems Retail (OIS-R) website. • Perform prior-to and post-use inspections to ensure ordnance handling equipment is in serviceable condition. • Conduct annual and semi-annual sampling inventories. • Inspect, sentence, and dispose excess ordnance material for retrograde or sale to foreign Governments directed. • Dispose of unserviceable, damaged, excess or dangerous ammunition as directed by the Government. • Provide full support to the Maintenance of Real Property (MRP)/upgrade and perform grid magazine action as required.

Performance Requirements (cont’d) • Process various types of ordnance break-bulk, mil-van container on-loads/off-loads/back-loads. • Cooperate fully in all investigations regarding missing, lost, stolen and recovered ordnance. •  Issue regular reports to Government representatives as required for all aspects of the operations. • Report missing, lost, stolen and recovered material in accordance with regulations and guidelines. • Operate a comprehensive training program and maintain certification/qualifications of Contractor personnel.

Source Selection • The Government will conduct a best value source selection utilizing a tradeoff process. • Proposal must demonstrate to the Government’s satisfaction that the Offeror is capable of successfully performing the solicitation requirements and overall program objectives. • Proposals that take exceptions to any terms/conditions of the RFP, propose additional terms/conditions, or fail to manifest the unconditional assent to a term/condition of the RFP will constitute a Deficiency (FAR 15.001), which may make the offer unacceptable.
