Background • Downward trend in angling license sales • Indicator of declining participation rates • Identify potential barriers to recruitment and retention • Indications that regulation complexity might deter participation
Background • Small lakes regulations – considerable variation between and within regions • Significant contribution to complexity • Utilize existing Small Lakes Committee • Ministry subcommittee examined existing small lakes regulations • Identified opportunities to harmonize regulations across regions • 1 Region – 47 entries in synopsis • 32 special restrictions – 25 different combinations
Province Wide Regulations • Bag Limits – decrease variation between regions • 4 or 5 trout per day (coastal vs inland) • 2 burbot per day • 5 kokanee per day • Water specific variations would be noted in the published regional tables
Water Specific Regulations • Examine all small lakes regulations • Identify opportunities for simplification and harmonization between and within regions • Use region wide regulations where possible • Develop regulatory suites to address special management objectives
Small Lakes – Regulatory Suites • Standardized approach to regulations • Flexibility to address conservation and social management objectives • Commonality to provide consistency within and across regions
Small Lakes – Regulatory Suites • First Level R1 - decreased mortality allowing for harvest and not impacting on fishing methods. • Two fish limit • Second Level R2 - limited mortality (both harvest and release) allowing a harvest fishery • Two fish limit • Single barbless hook • Bait ban • Seasonal closures (regionally determined)
Small Lakes – Regulatory Suites • Third Level R3 - low mortality allowing a minimal harvest fishery • One fish limit • Single barbless hook • Bait ban • Seasonal closures (regionally determined) • Size restrictions (regionally determined) • Fourth Level R4 - minimal mortality allowing a non-retention fishery • Non retention (C&R) • Single barbless hook • Bait ban • Seasonal closures (regionally determined)
Small Lakes – Public Consultation • Implementation of standardized regulations • Modification of numerous small lakes regulations • Will require region specific consultation • Finalize recommendations for change • Develop Consultation Schedule
Presentation in Synopsis • Current review of synopsis layout • Recommendations for structure and presentation • Incorporating small lakes regulations • Options for tables, columns, etc.
