Background 8Recognition that many Disabled People’s Organisations (DPOs) have human resource issues 8Anecdotal between meeting the needs of disabled staff and providing services with limited resources 8Concern about the lack of understanding amongst funders and commissioners about the needs of DPOs 8Sensitivity about the issue
Purpose of the action-research • 8 Gather evidence on the additional human resource employment and management needs of both Deaf • and disabled employees and DPO’s. • 8 Work with a mix of London DPOs to develop and • pilot a range of solutions. • 8 Disseminate the findings and solutions in order to • improve policy, practice and provision.
Methodology 8 Desktop research 8 Needs analysis (8 DPOs and 16 disabled employees) 8 Develop a set of HR/Management solutions to pilot 8 In-depth consultation on the implementation of pilot 8 Publish recommendations on HR needs of DPOs
Research 8CEOs of 9 DPOs interviewed 8Detailed interviews with 17 staff within DPOs 8Informal input from several disabled employees 8 Funders and other stakeholders consulted DPO is defined as an organisation working on disability issues with at least 75% of its management committee being disabled people.
Findings 8 A greater proportion of part-time workersin DPOs 8 Recruitment in a DPO takes longer than average 8 More intense period of induction required 8 Issues with Access to Work 8 Concern about accessibility and appropriateness of training opportunities
Findings 8 Limited support from infrastructure organisations 8 Long-term sickness absence 8 Skills of management committees to deal with HR issues 8 Lack of support for managers 8 Lack of sympathy/understanding by funders
Recommendations 8 Full cost recovery calculations should reflect higher costs of DPOs 8 More work based tailored training and support for disabled staff and managers 8 The Compact/partnership arrangements need to be more inclusive of DPOs 8 More training to increase understanding of the needs of Deaf and disabled people
