What are your planned responses to the implementation of performance-based funding? Until we have a clear sense of what the rules will be both for generating revenue as well as for being charged for costs, how we respond is not clear. It should be clear from RCM1 that attempting to be the first to respond may ultimately be counter-productive: early adopters in the last round were not rewarded and other more prudent units are now picking up the bill.
