DefinitionsConcurrent Permanency Planning • Simultaneous identification of (a) services to be provided to improve the conditions which led to the child being placed, so the child can safely return home and (b) a family for the child that can assume care of the child, support reunification, and commit to being the permanent placement resource if the child can’t return home

  4. Goals • Achieve early permanency for the child; • Decrease child’s length of stay in foster care; • Reduce the number of moves a child experiences in care; • Develop families who will work towards reunification and serve as permanent homes; and • Decrease likelihood of re-entry into care

  5. Target PopulationsIncluded • Children who are subjects of any immediate permanency planning; • Indian children who are subjects of any immediate permanency planning;

  6. Target PopulationsIncluded • Children under 8 and their siblings, if based on the thorough assessment of the child’s parents, it appears likely that the child will continue in care more than 90 days; • Children under 8 and their siblings who remain in care for more than 90 days

  7. Target PopulationsExcluded • Children in placement solely to their own behavior (delinquents, truants, runaways) • Children in placement solely to their status as developmentally delayed or emotionally handicapped

CPP - ImmediateNon-Indian Children • The child or siblings have experienced egregious harm in the parents care; or • The child is an abandoned infant; or • The rights to another child of the parent have been involuntarily terminated; or • Efforts or further efforts to reunify the parent with the child would be futile and unreasonable • Child in care 15 of last 22 months

  9. CPP - ImmediateIndian • ICWA requires active efforts; • Provisions of Minn. Law that permit the court to authorize stopping reunification efforts do NOT apply to active efforts; • CCP for any case involving an Indian Child, the agency must comply with ICWA and MIFPA

  10. CPP - Activities • Conduct a thorough assessment of parents and child; • Full Disclosure • Recruit permanency resource • Petition • ID and Deliver reunification svc and place the child with permanency resource; and

  11. CPP -Activities • Visitation • Documentation • Proceed to Permanency
