Article 35 b) – Cargo restrictions • For public order and safety • Each State reserves right to regulate or prohibit carriage in or above territory of articles…..
Provided that • ….. no restriction may interfere with carriage and use on aircraft of apparatus necessary for: • Operation of aircraft • Navigation of aircraft • Safety of personnel or passengers
Dangerous goods • Articles of substances capable of posing risk to: • Health • Safety • Property • Environment
Annex 18 • SARPs applicable to all international operations • Domestic civil aircraft operations • Each State shall take measures to achieve compliance with detailed provisions in Technical Instructions
Limitations • Forbidden under any circumstance • Exemption • Approval • Cargo aircraft • Passenger aircraft
Safety considerations • Quantity and packaging • Communication • Documentation • Hazard labels • Additional restrictions • Training
Approvals • Where specifically provided for in Instructions, States concerned may grant approval • Overall level of safety equivalent to that in Instructions • States of Origin and Operator
Exemptions • In instances of: • Extreme urgency • Other forms of transport are inappropriate • Full compliance is contrary to public interest • Exemption may be from States concerned • Origin, Operator, Transit, Overflight and Destination
