Kurt DeMaagd Round 2 BTOP Policies American Recovery and Reinvestment Act Public Computer Center Grant
Process… First, clear your mind… Kurt and Nadia
Funds • Then, figure out your budget • Check out number of computers allocated • http://broadbandsummit.mel.org/round2.htm • You then get: • $1000 per computer for computer hardware • $500 per computer for related furniture and equipment • You provide additional $250 in cash match • Total: $1750 per computer listed
Reserve Funds • We also have a smaller $500 per computer reserve fund allocation • Goal: some locations have greater needs for networking equipment • Must specifically request these funds (though we will be pretty flexible in allocating these funds)
Ordering Computers (1) • Really easy way: • Send email to kdemaagd@msu.edu • Say, please give me X laptops and Y desktop computers • We will order standard computers at bulk discounts and ship to you
Ordering Computers (2) • Pretty easy way: • Go to http://cstore.msu.edu/ • Generate an e-quote of the specific computer(s) you want • Email the quote to kdemaagd@msu.edu • We will order and ship to you • Slight variant • If you already have a relationship with Dell or HP, generate an e-quote in that system and send the quote to us
Flexibility • If the above two approaches do not work for you, email kdemaagd@msu.edu • We will do our best to work with you • Subject to grant guidelines and federal, state, and local purchasing rules
Ordering Other Stuff • We can help ordering other computer equipment as described above • For furniture and other location specific items • Get a quote from your favorite vendor • Send that quote to kdemaagd@msu.edu • We will review, approve, and place the order
Important • Do NOT order anything without prior approval. • Non-approved purchases are not guaranteed to be funded under the grant. • We need to make sure that all purchases are compliant with the grant requirements
FAQ Baby Nadia
Who Pays the Bills? • All bills are to be invoiced to Michigan State University. • Send your (approved) invoices to kdemaagd@msu.edu • If requesting reimbursement, make sure you send a receipt and proof of payment
Qualified Expenses • General theme: any expenses related to providing the public access to the Internet or technology training • Examples • Wireless routers • Printers • Time management software • Photo or video editing software • Desks and chairs
Buy American • As a stimulus project, we are subject to Buy American provisions • Computer hardware and electronics are exempted • All other purchases must be from American manufacturers
Construction • Construction expenses are not directly allowed under this grant • Basic rule: if you pierce the drywall, it is construction • However, you can count construction spending as your cash match
Internet Service • Your Internet Service bill cannot be paid under this program • But you can use funds to upgrade routers and other related equipment as part of a general upgrade to your Internet service Carrie Lowe (now McGuire) at Broadband Summit
Replacement Computers • This program is designed to expand access • Hence, computers should be considered new/additional computers, not upgrades to existing machines • Of course, if you have old machines that are completely obsolete, we aren’t going to stop you from properly disposing of them
Purchasing Pamela Whitten and Kurt DeMaagd
Vendors • Yes, you may work with a local computer vendor or vendor not listed under the MSU computer store • However, please note that it takes a little more work so it will take extra time to process orders • Also, we don’t guarantee that we can work with them, but we will make all reasonable efforts
Computers • Yes, if the cost per computer is less than that listed in the budget, you can buy more computers than originally allocated • In addition, you may use some of your additional hardware allocation to buy more computers • All subject to minimum hardware standards
Installation • Reasonable installation fees are allowed under your budget • We also have a student internship program for some installation work
Timeline • We will do an initial phase for those locations that already have a good idea of what they plan to purchase • (little tech support needed) • Then we’ll open up the purchasing to those who would like a little extra help
Reporting • Beginning in the quarter in which you receive your computers and ending when all locations receive their computers… • You must file a quarterly report with us indicating classes and computer usage • See attached questionnaire
