SALE OF CIE PUBLICATIONS – SURVEY A survey of the pricing policies of the 18 individual NCs with a current bilateral sales arrangement with the CIE CB was conducted by the Vice-President (Publications) during the 2003 quadrennial session in San Diego. While the details of the survey are confidential, some general deductions about publication sales by NCs can be made and the proposal by the Vice-President (Publications) on changes to the CIE publication sales system are based on these insights.
PROPOSAL OF VP(PUBLICATIONS) TO CIE BOARD, JULY 2003 • NC members worldwide to pay current official list price for CIE publications (half of 2001 list price) • Non-members worldwide to pay twice the current official list price for CIE publications • CIE CB to stop existing exclusive sales arrangements for publications and sales to be allowed in parallel through the CB and the NCs • Profit from CB sales to be credited to NCs as if they had sold the publication themselves

ADVANTAGES OF STAGE 1 DECISION • NC Members benefit from 30-60% lower publications prices • All NCs begin to earn income from publication sales • Credits can be used for dues or publications payments or cashed • NC members pay current list price, non-members twice that • NC membership discount increased to 50% • Current list price is ½ list price of before July 2002 • NCs begin to earn more from sales than CIE CB • NCs find it increasingly easier to pay dues • Most of the increased income from publication sales comes from outside the current CIE membership (sales to non-members) • CB sales income will eventually return to levels before price cut
SALE OF CIE PUBLICATIONS – STAGE 2 • Development or purchase of a publications store for • the CIE website • NC websites only need to provide link to CIE store • Selling of both paper, CD and PDF versions of CIE • publications • Price of PDF version still to be decided • Possible combination with other IT upgrades at CB • Final proposals at 2004 Board meeting
CONCLUSIONS FROM SALES ANALYSIS • The technical output in the form of publications is still the lifeblood of the CIE • The direct and indirect contribution of publication sales to the budget of the CIE and the budget of NCs is much more significant than a cursory look at the CIE CB sales to NCs alone would suggest • Apart from the direct income to the CIE CB and the NCs, publication discounts are also a major reason for gaining and retaining NC members • This results in lower publication income for both the NCs and the CIE CB in return for higher membership income by NCs • Income from new forms of membership and symposia very likely has the same effect
