GENERAL INFORMATION • Situation: in S - E Romania, on the border with Bulgaria, in the South Muntenia Development Region; • Surface: 133.22 km² (2.13% of Romania's surface) • Population: 72,000 inhabitants • Form of organization: municipality of the county; • Capital of the county with the same name;
Without humans, states do not exist. Romania and Bulgaria - neighbors, sisters, friends - common problems, common aspirations, common actions. The most important resource locally identified and to be used in the development process is the human resource. The local attractiveness, preventing labor migration especially of the younger and highly qualified, is one of the objectives of the local government. In 2020, 2025, Calarasi aims to become an attractive city for work and housing. The City Hall's projects, both financed from the local budget and those with non-reimbursable financing, attract investments, aim at initiatives in all areas of economic, social, cultural, educational, sports, environmental protection, etc., so that the city becomes attractive and comfortable, including in terms of earnings.
1. For the purpose of local development, the local authority - City Hall has obligations and responsibilities conferred by the legislation in force;2. In the organizational structure of the Calarasen institution, such a role is also given to the Directorate of Programs and Local Development, organized in departments and a project management service; 3. The mechanism implemented at the level of the institution is that of local development through projects. In this sense, strategic programming and development documents have been developed that offer a vision, identify priority action directions, set goals, aim to achieve results and achieve some indicators.
4. For the local development in a regional, national and European context, and in line with the local requirements, together with the financing possibilities, the City Hall of Calarasi undertook the basic stage - planning, realizing strategic documentation for the realization of projects, including accessing European funds during the period programming period 2014-2020, as follows: "The Economic and Social Development Strategy of Calarasi Municipality for 2014-2020" - the documentation will be permanently updated in accordance with the changes in the programmatic context and the local needs identified during the reference period; at this moment sums up a total of 55 project files that the City Hall of Calarasi is planning to implement, using various sources of financing; - was elaborated and approved by HCL in March 2014;
"The Integrated Urban Development Strategy of Calarasi Municipality for 2014-2020" (S.I.DUU) • - Through this document the project proposals from the Local Strategy were updated in the context of the information on the European funding programs (sources) on the financing market; • - is based on the Territorial Development Strategy of Romania, the Romanian Master Plan of Transport, the South Muntenia Regional Development Plan, the Calarasi County Development Plan, all developed for 2014-2020; • - addresses local development through urban planning (setting up intervention areas and developing them by implementing complementary projects); • - it was finalized and approved by HCL in November 2015;
"Sustainable Energy Action Plan of Calarasi Municipality" (P.A.E.) • - local harm reduction strategy in the municipality, a goal taken at Member State level by the Member States in the Mayors' Convention, Association to which Calarasi joined in December 2012, along with about 4500 localities, whose leaders militate for the concept of smart city; • - the document is the basis for accessing European funds for the use of unconventional energy sources, the reduction of heat losses as well as the reduction of the level of pollution at the level of the locality; • - it was finalized and approved by HCL in December 2014, after which it was posted on the Convention website where it can be accessed at present;
"Sustainable Urban Mobility Plan of Calarasi for the Period 2016-2030" (P.M.U.D.) • is a new management tool, including at European level; • is a strategy for urban development and mobility; • bases proposals for projects with European funding during the 2014-2020 programming period, projects to be proposed for financing from Axis 4 of the ROP 2014-2020; • within this Axis, the city of Calarasi prepares and submits for financing in the first phase (in the first quarter of 2018) projects worth at least 25 million Euros, urged that after 1 January 2019 to prepare and submit for financing proposed projects , also through SIDU and PMUD; • - its elaboration is based on: • -Economic and Social Development Strategy; • -Integrated Urban Development Strategy; • -The Action Plan for Sustainable Energy;
All presented are supporting documents for decision making and are based on pre-evaluations, -encourage growth, their implementation contributes to improving the living conditions in the community by efficiently capitalizing the existing potential and resources, -are multi-annual phased programming tools and are based on identifying and analyzing priorities, providing funding, and enabling the resource management system to be prepared. Their existence provides the framework for making the right decision on development during the forecasting period.

In order to ensure the representativeness and membership of the municipality of Calarasi in organizations that analyze, propose and implement projects with local and national impact, THE MUNICIPALITY OF MUNICIPALITY has initiated and accepted partnership proposals with the following entities: • Association of Romanian Municipalities (AMR) - Member; currently the Mayor of Calarasi is elected vice-president of AMR; • -Cities Energy Romania (OER) - member; • -FLAG DUNAREA CALARASEANA - Member; • -National Red Cross Society of Romania - Calarasi County Branch - member;
In order to ensure Calarasi Municipality's membership in external organizations that analyze, propose and implement projects with local, national and international impact, CALARASI MUNICIPALITY has initiated or accepted partnership proposals with the following entities: The Mayors' Convention - "The World's Largest Urban Climate and Energy Initiative", the Covenant of Mayors brings together thousands of local and regional authorities committed voluntarily to meeting the EU's climate and energy goals on their territory " - Calarasi municipality is a member since 2012; -the group of countries where the ROMED / ROMACT Program applies;
Twinning agreements with cities in the world to develop external partnerships: Belarus, Svetlogorsk rayon - Collaboration agreement for which, in September 2015, on the occasion of the Calarasi Days, the Additional Act for extending it was signed for an indefinite period; The Republic of Bulgaria, the Municipality of Razgrad - Collaboration Agreement for which, in September 2015, on the occasion of the Days of Calarasi Municipality, the Additional Act of its extension for an indefinite period was signed; Republic of Bulgaria, Silistra Municipality - the oldest collaboration relationship including partnership in implementing projects with European funding; Republic of Moldova - Calarasi - Collaboration Agreement for which, in September 2015, on the occasion of the Calarasi Days, the Additional Act of its extension, for an indefinite period, was signed; Polona Republic of BielskPodlaski - Collaboration Agreement for which, in September 2015, on the occasion of Calarasi City Days, the Additional Act of its extension for an indefinite period was signed; Republic of Poland, Dydnia - the procedure for signing the Collaboration Agreement; Slovak Republic, Raslaviče - in September 2015, on the occasion of the Days of Calarasi Municipality, the Collaboration Agreement was signed; Russian Federation, Kinghisepp District, St. Petersburg Region - on the occasion of the Calarasi Days - September 2015, the Collaboration Agreement was signed;
EXTERNAL RELATIONSHIPS (2) • Republic of Serbia, Zaječar - Cooperation Agreement signed for an indefinite period; • - France, Rivery - Cooperation Agreement signed for an indefinite period; • - Italy, Naples city - Collaboration agreement signed for an indefinite period; • - Italy, Rome City - collaboration protocol on Roma integration; • - People's Republic of China, Hengyang City - signed indefinitely for institutional cooperation; • -on the occasion of the Days of Calarasi, September 2015, JORG ENKE, Mayor of the German city SCHKEUDITZ, with whom discussions have begun on the cooperation between our cities; • -starting with 2013, the Mayor of Calarasi participated in meetings organized by MDRAP on measures for the integration of Roma in communities; the first of these meetings constituted the beginning of discussions on a better knowledge of the situation of the Roma in Romania and, in particular, in the city of Calarasi, by the President of the Association of German Towns (AOG) STEPHAN ARTICUS, for a Roman-German collaboration; the discussion was attended by Mr. LAMBERT LUTKENHORST, Mayor of DORSTEN; • -partnerships in projects with external financing: Silistra, DveMogili, Razgrad and Pleven - Republic of Bulgaria, BielskPodlaski - Republic of Poland;

Local public institutions actively participate in increasing the insertion of young people by acting to increase local attractiveness as well as mobilizing them in the process of consulting and participatory involvement in the remodeling of the city we live in.
