6. Did it Work? In 1993: • Frequent sewer backups • Manual grease removal from headworks at Eastside • Overload of scum handling equipment at Westside • $100,000/yr for claims from sewer blocks • 10% of operator time at plants dedicated to dealing with grease at Plants 2002 ACWA Annual Pretreatment Conference

7. Revisiting Our Approach 1993 • Qualitative limits were ineffective • Use qualitative criteria instead • Make sure interceptors/traps were removing grease from the system 2002 ACWA Annual Pretreatment Conference

Starting Up(1993) • Targeted problem areas in sewers • Visited contributing restaurants • Told restaurants they needed traps to comply with 50 mg/L FOG limit • Worked with plan reviewers to require compliance with UPC for new facilities • Started inspecting maintenance procedures -Observed/inspected interceptor pump outs 2002 ACWA Annual Pretreatment Conference

Program Changes • Pretreatment Ordinance -1996 • Removed 50 mg/L FOG limit • Expanded technical requirements; added interceptor requirements • Specifically required retrofits if needed • Added maintenance requirements • Authorized inspection by City Primary Change: implementation 2002 ACWA Annual Pretreatment Conference
