  2. Focus… • Simplify the development of scopes and cost estimates for our program. • Establish Scope and Hours… • Addresses all of ODOT’s major project developments areas: • Design, Environmental, ROW, etc.

  3. Environmental Focus • Team: • Susan Daniels, • Jim Bednar, • Jennifer Graf, • Christy Pirkle, • Nicole Clune, • ODOT- Tim Hill, Jacque Annarino, Erica Schneider, and Matt Perlik.

  4. Environmental Areas… • Ecological Studies Level I and Level II • Feasibility Studies • CE document • Public Involvement • Next areas: • Endangered Species • Cultural Resources • Section 4(f) • Permits

  5. Environmental Areas… • First identified High, Medium, Low Scope for the task. • For example: Public Involvement. • Next- each consultant and ODOT developed cost estimates based on the scope.

  6. Environmental Areas… • Next, the team calmly discussed the numbers to reach consensus.

  7. Environmental Areas… • Results were not what any of us expected...

  8. Results…. • PI- Level I (Minor PI) • Path 1 or 2 projects- PI is limited to: One press release, direct mailings to property owners impacted, attendance at up to 3 township/city mtg, up to 2 coordination mtgs with ODOT. • Total hours for this task is: 60 hours • Hours are assigned by position.

Results…. • PI- Level II (Moderate PI) • Path 2 or 3 projects- PI is limited to: Two press releases, direct mailings to property owners impacted (assume 200), attendance at up to 6 township/ city mtgs, up to 2 stakeholder mtgs, one planned PI mtg , 1 project newsletter, up to 4 coordination mtgs with ODOT.

  10. Results…. • PI- Level II (Moderate PI) • Each major task broken out: • Total hours for this task is: 552 hours • Hours are assigned by position. • PI- Level III (Major PI)= 1,543,456 hrs…. Or it seemed like it was that high!!!!

  11. Goal…. • Simplify scoping and fee process • Will focus issues to the specific item- not large categories or many areas!

  12. Next Steps… • Continue to drill down on each of the critical environmental areas. • Meet with larger ACEC board and ODOT for final acceptance. • Completion early 2014.
