The Europass Training booklet was launched at the end of 1999 as a document encouraging students to do part of their training in a European country other than their own.Training periods spent abroad were recorded in a booklet recognised throughout the EU. Issued between 2000 and 2004, it was replaced by the Europass Portfolio
The aim of the Europass Decision (No. 2241/2004/EC) of 15 December 2004 To establish a single framework for achieving the transparency of qualifications and competences by means of a portfolio of documentsThere are now five documents, certain of which are available online
The Decision provides for a single institution in each country responsible for everything to do with the Europass: The National Europass Centre (NEC)
EUROPASS: A portfolio consisting of five documents Two documents are filled out by the citizen himself: • The Europass CV • The ELP: Europass Language Passport
Understanding Speaking Writing I can understand the main points of many radio or TV programmes on current affairs or topics of personal or professional interest. I can enter unprepared into conversation on topics that are familiar, family, hobbies, work, travel and current events .... I can write simple connected text on topics which are familiar or of personal interest. I can write personal letters describing experiences and impressions. Examples of the B1 level
EUROPASS :a portfolio consisting of five documents Three documents issued by the training or mobility partners: • The Certificate Supplement • The Diploma Supplement • The Europass Mobility
The Certificate Supplement • An instrument providing transparency in vocational training (VET) • Issues by public training institutions, it supplements the certificate, describing in greater detail the qualifications gained and skills acquired.
The Diploma Supplement • An instrument providing transparency in Higher Education • Based on a standardised template of eight categories (European Commission, Council of Europe and UNESCO / CEPES) • Issuance regulated at national level: E.g. various decrees in Belgium's French-speaking Community: (18 June 2003 , 2 June 2004, 20 July 2005, 13 June 2008)
The Europass Mobility • is issued to any person having experienced mobility in the context of an apprenticeship, a training course or work placement in Europe, whatever his age or his level of training.
Links with other tools: EQF, ECVET, etc. The link between Europass and the other future tool for transparency – EQF - was already being proposed in 2008 : In the future, all relevant Europass documents, in particular the Europass diploma supplement and the Europass certificate supplement, should contain a clear reference to the appropriate EQF level. A future European Skill Passport • In practice, a European Skill Passport can be seen as an extension of the current Europass Mobility, which is - due to its competence-based approach - a good tool to record skills developed through a working experience abroad. « Draft working note for discussion within the Commission services »
