  2. Allocations • HPRP allocation - $921,665 • 2008 ESG approx. $98,000 • 2008 CDBG approx. $2M • 2008 HOME approx. $2M • 2008 HOPWA approx. $3M (four counties) • Coordination of all services with our Continuum of Care, which receives about $4M

  3. Initial Timeline • HUD Notice March 19, 2009 • Substantial Amendment due to HUD by May 18, 2009 • Consider local government requirements for County/City Council approval

  4. Our Process • Programmatic Design – similar to HOPWA regarding the Homelessness Prevention and Rapid Re-Housing of individuals and families • Focus on Prevention and Rapid Re-housing with Case Managementsupport to ensure stability • Coordinated HMIS services and established budget with Continuum of Care • Issued Requests for Proposals April 16, 2009 • Held Technical Assistance Workshop April 23, 2009 to review requirements

  5. Who we will partner with ? • Agencies with experience in providing housing stabilization programs (short & medium term rent, utilities) • Agencies with experience in quickly transitioning families from homelessness to permanent housing • Agencies with the staff /capacity to begin assisting clients October 1, 2009 • Agencies with HMIS capacity or with the framework for quick implementation

Orlando - HPRP Timeline • April 5,2009 – Public Notice of Request for Public Comments regarding HPRP Substantial Amendment and posting on City’s website • May 5, 2009 – Substantial Amendment approved by City Council and forwarded to HUD • June 12, 2009 – HPRP RFP process complete, proposals reviewed and subrecipients identified • July 2, 2009 – Approval of City’s Substantial Admendment

HPRP Timeline - continued • July 31, 2009 - meet with selected subrecipients to review and finalize programmatic design • August 30, 2009 – Complete HMIS implementation • September 1, 2009 – City receives executed HUD agreement • September 2, 2009 -Subrecipient agreements approved by City Council (reimbursable contracts)

  8. HPRP Timeline - continued • September 15, 2009 – Outreach and public relations efforts through 2-1-1 training, television, newspaper and web announcements • October 1, 2009 – Agencies begin assisting clients with financial assistance and re-housing • November 2, 2009 – Begin agency reimbursement for costs/monitoring of expenditures/quality assurance • December 1, 2009 – Quarterly report demonstrating progress & barriers - ongoing

  9. Ongoing Planning and Implementation • Monthly review of HMIS reporting • Monthly review of expenditures • Quarterly review of any adjustments needed, i.e. more public awareness, reporting to ensure no duplication, agency capacity issues

  10. Completion • September 2011 – 60% of HPRP funds must be expended • September 2012 – 100% of HPRP funds must be expended
