Chapter (I) : ABSTRACT of the PROJECT • One page abstract indicating • Project Name • Agency name (Nodal & Implementing) - Address, Contact Person, Contact Numbers. • Component wise Project cost. • GOI subsidy requested (in Rs. and as % of Project Cost). • State share (in Rs. and as % of Project Cost). • Beneficiaries contribution etc. (in Rs. and as % of Project Cost).
Chapter (II) : BACKGROUND of the project 1. City profile indicating locational importance, population growth, main economic activity, occupational profile etc . 2. Details of City level infrastructure • Accessibility to Safe water: Different water sources in the city & their capacity with respect to present population ii. Sewerage Connection: No of households and area wise details (in %) having access to various mode of sewage collection systems such as piped sewerage system, septic tanks, leach pits etc. Details of existing/proposed Sewage treatment plant(s), if any iii. Storm Water Drain: Details of the Storm water drainage system of the city. Any water logging areas of the city to be specifically mentioned.
BACKGROUND of the project (contd.) iv. Solid Waste Management: Details of the Solid waste management system at the city level with specific reference to waste collecting disposal, treatments etc. Location and planned/ existing capacities of waste disposal/management sites. v. Electric Connection and Street Lighting: Details with respect to areas covered with electric connection & existence of Street Lighting system in the city. vi. Roads/ Streets: Details with respect to city areas covered with road network and paved streets. Details of City areas not covered with the road network.

Details of requisite surveys such as socio-economic surveys, no. of households Below Poverty Line, topographical surveys, survey with respect to 7-point charter(i.e. housing, Security of tenure, access to safe drinking water, sanitation, education, health care facilities and social security)of selected slum clusters.

Chapter (IV): PROJECT DESCRIPTION • Project Justification • Criteria for selecting a particular slum cluster/ set of slum clusters, for in situ improvement /relocation. • Project justification indicating existing situation, identification of deficiency in services and need for the project. • Project Costing • Total Project cost and component wise cost (in abstract form). ii. Detailed scope of work for various components and year-wise phasing.
PROJECT DESCRIPTION (contd.) • Project write up covering the following issues • Component-wise funds requirement along with basis of consideration of various components. • Status of Project Land(whether, Govt./Private/other) Status of acquisition of land in case of private land. • Details of identified beneficiaries indicating their categories (SC/ST/OBC etc), occupation, income levels etc., their perception and acceptance of the scheme. Criteria adopted for selection of beneficiaries.
PROJECT DESCRIPTION (contd.) iv. Details of Bio metric survey for identification of the beneficiaries. (Note : After sanction of the project, the list of the beneficiaries is to be put on the website of State Govt. and the respective urban local body/ Municipality/ website) v. Distance of relocated site if other than insitu development, it's connectivity to work place, utilization of vacated site, Social/Economic benefits likely to accrue after vacation of the site, etc. (Note: Beneficiary’s acceptance, needs to be particularly indicated in case of relocated site).

Land Tenure Details; • Details with respect to Security of land tenure ie. by giving patta, lease etc. • Amount proposed to be charged by Govt. for providing land ownership (if any) • Area of the plot proposed to be allotted by Govt. (if any) • Details of the steps proposed by the Govt. to prevent ownership transfer. • Registration of Dwelling Unit (preferably to be registered in name of Female or in Joint name (s) of Husband and Wife). • Proposed density envisaged to be achieved by the project and its conformity with City’s Master Plan. • Adoption of State Schedule of Rates. • Brief write up on the specifications adopted for housing and various infrastructure components.

Chapter (VI) – CONVERGENCE of Health, Educational & Social Security facilities 1. The health and educational facilities proposed in and around the site 2. The mechanism adopted for convergence of funds 3. If the above facilities are not proposed, then adequate justification with figures should be given regarding the presence of these facilities in the vicinity and whether they are adequate for the target population as per byelaws. 4. Social Security aspects of slum dwellers with details of scheme in operation.
Chapter – VII : PROJECT MANAGEMENT • Project implementation mechanism • Institutional capacity in terms of infrastructure, manpower, experience with regard to Project Implementation, etc. • ii. Institutional Framework for implementation i.e. Creation of JNNURM Cell (if any) comprising of officials from concerned departments or any other alternate arrangement . • (Note: Structure of JNNURM cell needs to be mentioned in detail). • iii. Process proposed to be followed for award of construction work, along with a Detailed Schedule of various activities with specific Milestones indicated therein.
PROJECT MANAGEMENT (Cont.) iv. Details regarding the following to be included: a. Site layout with special emphasis on Health and safety aspect of Construction Workers. b. Quality Control Mechanism, proposed to be adopted to ensure that the constructions are undertaken with utmost quality. c. Project Monitoring Mechanism proposed to be adopted at the Community level & State level. v. Details with regard to establishment of State/ Municipal Poverty Alleviation & Livelihood Development Cells to plan, develop, monitor and assist in the implementation of JNNURM with full involvement of all stakeholders
PROJECT MANAGEMENT (Cont.) • vi. Details regarding constitution of beneficiary committees to supervise construction and to undertake social audit of the projects after completion. • Social safeguard provision & grievance redressal mechanism • Project implementation plan in the form of Bar Chart showing schedule of activities • Projected Cash Flow Statement during the implementation of the project.

Chapter – VIII : DOCUMENTS REQUIRED to be attached • 1. Key map of the city indicating location of slums • 2. Key map of proposed site and surrounding areas • 3. Approved Layout plans indicating proposed areas for housing, roads, open spaces, community facilities etc. • Approved building designs. • 5. Services plans indicating existing and proposed component
DOCUMENTS REQUIRED to be attached (contd.) 6. Both Housing and Infrastructure Components- specifications, detailed Bill of quantities, rate analysis, maps/ drawings (existing & proposed), etc. 7. List of Beneficiaries. 8. Photographs of existing & proposed site 9. Recommendations of SLCC 10. Financials of the ULB, indicating total budget, surplus and expenditure, revenue base with sources, budgetary support, market linked financial instruments and/or other sources. 11. Undertaking from Nodal/implementing agency on the adequacy and correctness of design, quantity calculations and conformity to the proposed planning. 12. Copy of signed MoA.
Other Issues: • If any component is not part of DPR, then adequate justification should be given as to why the component is not being considered for funding. • The integration of the above services with the city level infrastructure should be adequately dealt with and details mentioned thereof. • Percentage coverage area of housing, roads, open spaces and community facilities to be indicated.
