Introduction • Directive 2007/2 for establishing an INfrastructure for SPatial Information (INSPIRE) of the of the European Parliament and of the Council of 14 March 2007 • EC adopted Regulation (EC) No 976/2009 as regards download services and transformation service • Article 4: Not later than 28 June 2012, Member States shall provide the Download Services with initial operating capability • Article 4: Not later than 28 December 2012, Member States shall provide the Download Services in conformity with this Regulation. • Technical Guidance for the implementation of INSPIRE Download Services (not legally binding) on the European level • Technical Guidance for discovering fully conformant download services at the end of 2013 for all three Annexes International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013

Bulgarian NSDI • 1995 - adoption of a regulation for developing the cadastral plans of the settlements • 2001- Law on Cadaster and Property Register – regulation of cadastral data • Law on Territory Planning, the Water Act, etc. The legislation is repaired and updated continuously. • Result: the coverage of the country territory with harmonized geospatial data (cadastral maps) is only 18.2% comprising 30% of total number of properties in the country • 2007 - Accession of Bulgaria to EU – many GIS projects • e-Government Legislation and its relation with Spatial Data Legislation • 2010 - Law on access to spatial data for building the elements of the NSDI International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013

Projects related to INSPIRE • National level • GIS projects in the economy and administration • GIS projects in local or regional municipalities’ government own Geoportals - examples: • AGCC – e-cadastre, EuroBoundaryMap, EuroGlobalMap, EuroRegionalMap • MGS - “Developing an information system for providing public access to spatial data and services to the Department of Defense” • The Ministry of Health has developed thematic and regional portals provide services to spatial data • International level • CORINE, NATURA 2000, NATURE-SDIplus, BalkanGEONet, PASODOBLE, DACEA, Plan4all, EnvPlus ESDIN, OBSERVE, and many others. Overview of Bulgarian achievements Results in 2010 (Crompvoets et al.) • the country has main problems in coordination and lack of clear implementation rules; • the strategy document for implementation on organizational and technological level are available and a plan also exists; • the main organizations that involved in this process are the government, universities and institutes; • Bulgaria has no funding policy; • till 2010, coordination and cooperative activities are performed only at national level, and the Ministry of Transport, Information Technology and Communications (MTITC) is appointed to take a leading role; • the most active organizations in the country are the environmental agencies; • internal structural changes within the organizations involved in this field have not been performed; • specific measures to improve the data and service sharing have been not taken; • a National Geo-portal is not established. INSPIRE indicators: Bulgaria, Romania, Greece and Czech Republic Motivation for comparison: • year of membership in EU; • Similar or close economic and social conditions; • regional location: Romania and Greece are neighbor countries of Bulgaria. Main conclusion: In most cases State Geodetic Agency, Surveying and Mapping Authority, Cadastral Organization or other geodetic institution Is a coordinated body of the activities related to NSDI developing. Bulgaria has achieved some results in developing an integrated NSDI NSDI implementation is not well coordinated and is with unclear financial support, and achievements are still insufficient We conclude that it is necessary to change the entire organizational structure, which has to include representatives of all stakeholder groups A new governance structure that fosters the collaboration and manages the INSPIRE implementation is proposed, which can ensure success of the efforts of GI-community in the country CONCLUSIONS International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013
What do we need? Bulgarian action plan (strategy for INSPIRE implementation) Policies, technology, criteria, standards and people for establishing the NSDI Collaborative initiatives, public-private partnerships, and the joint efforts of many organizations.
