Constituting the Board • FP&M SETA established by the Minister of HET for the period 1 April 2011 – 31 March 2016 on 31 March 2011. • Interim Constitution for FP&M SETA signed by all parties on 28 March 2011 • Constituting an Interim Board: • 6 organised labour representatives and 3 labour observers • 6 organised employer representatives and 3 employer observers • 2 ministerial appointees • 1 independent chairperson (appointed for 5-year period) • Term of Interim Board • April – September 2011 • 5 Interim Board meetings held to provide strategic guidance to the SETA during the establishment period. • DHET provided assistance to Interim Board through two facilitators
Constituting the Board • At end of August 2011, FP&M SETA called for nominations for fully-fledged Board • 14 Seats • 6 organised labour representatives • 6 organised employer representatives • 2 ministerial appointees • Nominations were submitted to the Minister of HET • Mr. Sipho Ngidi to continue his term as Independent Chairperson until March 2016 • Standard SETA Constitution will apply to the FP&M SETA
Core Business • Performance i.t.o. NSDS III • NSDS III brought new focus to skills development • Focus on partnerships between SETAs, Businesses and Public / Private Providers • Focus on access to the world of work for learners, students and unemployed youth

NSDS III • Legislative / Compliance Requirements • Submission of 5-year FP&M Sector Skills Plan • Submission of 5-year Strategic Planning Framework and 3-year Annual Performance Plan • Consolidation required of 3 separate SSPs & SPFs • 1st Draft documents submitted in May as per agreement • Comments received from panel of experts / DHET were addressed in 2nd draft submitted at the end of August • Annual update of SSP submitted at the end of September

Mandatory Grants • New regulations pertaining to PIVOTAL grants have not yet been published • Amalgamation necessitated integration of three management information systems • Delays were experienced in levy data downloads • Consolidated mandatory grant policies and procedures had to be developed and approved. • Expected payment date of next mandatory grant disbursement – end of October 2011

Discretionary Grants • Implementation dependent on • Finalisation of consolidated Strategic Planning Framework & Annual Performance Plan • Development and approval of discretionary grant funding policies and procedures • Discretionary grant windows advertised at the end of September • First project proposals relating to rural development / training of disabled people / unemployed youth tabled and approved at September Interim Board meeting.
Integration Success • Progress i.t.o. establishment of operational task teams & development of functional departments • Finance Task Team • Finalisation of Annual Financial Statements of 3 ex SETAs • 3 unqualified audit reports received • 3 Annual Reports submitted to Parliament as per legislative requirements • Financial policies and procedures developed and approved • 1st set of consolidated management accounts tabled at the Interim Board meeting in September • Bank accounts have been consolidated and levy payments for the FP&M SETA have been received from the DHET.
Integration Success • Progress i.t.o. establishment of operational task teams & development of functional departments • Implementation of the integrated MIS system is underway • Delineation (splitting of balance sheet items and assets) of MAPPP SETA nearing completion • Fixed asset registers for the 3 ex-SETAs have been signed off and transferred to FP&M SETA • 1st Audit Committee meeting held on 31 August 2011 • 1st Finance & Projects Committee meeting held on 13 September 2011
Integration Success • Progress i.t.o. establishment of operational task teams & development of functional departments • SCM Task Team • Supply Chain Management Policies and Procedures developed and approved • Advert was placed to invite suppliers to apply for inclusion on the FP&M SETA Supplier Database • Supply Chain processes have been implemented successfully in the SETA.
